The Research Of The Investment And Financing Efficiency Of Cultural Industry In Sichuan Province

Cultural industry has been getting reinforced and known as a sunrise industry by the international community, which also gradually becomes a new economic growth point in China. The investment and financing of the cultural industry is the fundamental driving force of ensuring the formation of culture capital and promoting the development of cultural industry. Among all the aspects concerning the investment and financing of cultural industry, the efficient operating efficiency is a basic guarantee for the development of culture industry. Theory and practice have proved that in order to sustain the rapid and stable development of cultural industry we must make the promotion and implementation of their strategies, accelerate their internai mechanism, establish their management system, invigorate cultural enterprises and enhance their efficiency.So far the study both at home and abroad working on the efficiency of the investment and financing of the cultural industry remains rare. It is true that some relevant views and discussions are cattered in the documents. This paper firstly lays a theoretical foundation for research by defining the relevant concepts and clarifying the research venation, according to the related results of cultural industry and the investment and financing of cultural industry. Then by means of comprehensively analyzing the present situation of cultural industry investment and financing in Sichuan province, we find its problems from the threshold of investment and financing, the subject of investing and financing, the way of investment and financing. Based on the related data from 2004 to 2013, we use the Date Envelopment Analysis (DEA) model to estimate the efficiency of cultural industry investment and financing in Sichuan province. According to the results above we summarize the inefficient performance of cultural industry investment and financing as well as its deep-seated reasons. Finally, among all the theoretical and empirical analysis, we build the path for government, cultural enterprises, financial institutions, and social recommendations to increase the efficiency.On the basis of the analysis above, we may draw the following conclusions:First, there are some problems of cultural industry investment and financing in Sichuan province, such as a relatively high threshold, relatively narrow channels and relatively small main bodies. Second, the efficiency of cultural industry investment and financing in Sichuan province is low. Despite of DEA ineffectiveness, it has great room to improve. Third, the efficiency is unstable and changes obviously because of the technological progress. Under current conditions, the optimization of the efficiency should focus on institutional change and innovation of management way, at the same time pay attention to the investment structure and scale to avoid blind expansion.
