During the reforming period of Chinese government departments, government supernumeraries are new groups who have big numbers, heavy workload, and low salary that lead to an outstanding problem of job satisfaction. Psychological contract is the subjective perception of government supernumeraries for the employment relationship between the government and themselves. The content, fulfillment and breach of psychological contract is influenced by personnel’s view of value, while they also have important impact on the personnel’s satisfaction and performance of job, and even ultimately affect the overall administrative efficiency of our government. This paper will focus on psychological contract theory and use its ideas and methods to expand empirical research, than explore the current job satisfaction of grassroots government supernumeraries. Based on taking a field survey for a range of Nanning city, researching230questionnaires from government supernumeraries of Nanning District C and conducting field interviews to some supernumeraries, the paper searches job satisfaction and the content and difference of psychological contract, analyzes respectively the fulfillment and breach of psychological contract, relation between job satisfaction and psychological contract and impact of different demographic characteristics on job satisfaction and psychological contract, etc. On the basis of empirical research, the paper will raise measures of improving job satisfaction of government supernumeraries:grasping the characteristics and rules of formation and rupture of psychological contract and reducing its sense of breach; improving mode of communication and creating a breach warning system for psychological contract; protecting and strengthening a guaranteed psychological contract for government supernumeraries; people-oriented and taking a variety of incentives for different individuals. This paper not only extends the traditional study areas of psychological contract, but also provides advice to local governments to implement new management on psychological contract.
