Research On The ZhiYi Policy In The Song Dynasty

ZhiYi is an important financial requisition policy in Song Dynasty.The history ofthe Song Dynasty has recorded that:“the taxes of Song Dynasty had a fixed place oftransportation, but when some is lack of local taxes, taxes can transport from near to farplaces in order to realize the balance of goods fu. This policy is called ‘ZhiYi’.”In this paper, in the specific context of the Song Dynasty,ZhiYi is discussed indetail all aspects systematically.Main parts are as follows:The first part is the scope of application of ZhiYi. Through reviewing the relevanthistorical data, writer found that ZhiYi was widely used from land taxes to areas of theeconomy as MaiPu. The wide areas of ZhiYi for my writing laid a firn foundation.The second part are the undertakers and applicable areas of ZhiYi. ZhiYi as a specialkind of financial policy, its essence is the government according to the actual costs,arouse people’s transportation taxes freely.The village five households is the mainundertakers of ZhiYi in Song dynasty.The Song government assigned different branchshift task by grades. The grade is more high,the task of supporting ZhiYi is moreheavy.The branch of ZhiYi of the applicable region has a border from the expansionprocess to the mainland. At the beginning of the Song Dynasty in order to supply thenorthwest army provisions, ZhiYi put into use in the northwest county especially theborder of XiXia. Gradually the applicable region of ZhiYi extended to the West Beijingregion.Finally the applicable region of ZhiYi extended to within the county area in theSouthern Song Dynasty.The third part are the operation management and relief of ZhiYi. Although ZhiYihad no special management, the Song Dynasty had a set of from central to localmanagement institutions for ZhiYi.In the center, the Ministry of Revenue in feudalChina according to the actual situation, decided the quantity and the distance of taxation.In the local,the legate of the transport department was responsible for the specificmatters of ZhiYi. The tixingsi was in charge of supervise its implementation. Accordingto the causes,the Song government relief people supported task, which could be broadlydivided into relief for natural disaster, war relief, relief, relief, charge service resumedpardon relief and other relief and other types. The fourth part are the reasons and evaluation of ZhiYi. At the beginning of theSong Dynasty in order to supply the northwest army provisions, ZhiYi put into use in thenorthwest county.But with the development of the Song Dynasty, ZhiYi became atyranny because of the local financial difficulties.Finally, the author objectively evaluatethe ZhiYi policy.
