Since the reform and opening up, China has made great achievements in all aspects such aseconomy, international status, culture exchanges and the like. Gradually, the communication andexchange between Rizhao and the outside world have become more frequent and diversified.Rizhao Municipal Government Work Report2013, as a formal and authoritative politicaldocument, reviewing the past work, achievements and shortcomings of the municipalgovernment, and proposing and drawing up the policies, guidelines and blueprint for Rizhao’sfuture development, undoubtedly is the most authentic and reliable information source that therest of the world can obtain.The translation quality of the report will directly affect the target readers’ accuratecomprehensibility to the source text. However, the great difference between Chinese and foreigncultures, Rizhao’s local characteristics, and the unique features of the government work reporthave made the translation a special field. Therefore, the translation of the government workreport is important and complicated and it needs theoretical guidelines. In the process oftranslation, firstly, the writer regards Eugene A. Nida’s functional equivalence theory as the basicguideline to translate and analyze Rizhao Municipal Government Work Report2013: the readersof a translated text should be able to comprehend it to the point that they can conceive of how theoriginal readers of the text must have understood and appreciated it. Secondly, the writer thinksthe requirements of government affairs translation also consist of faithfulness, expressiveness aswell as elegance.This report provides an explicit description about the background of the task, its process andcase analysis. Chapter one is the introduction of this report, which presents its background andthe organization of the report. Chapter two is the task description, which describes the purposeand significance of the translation task, the introduction of the source text and the guidelines oftranslating the report. Chapter three mainly describes the process of the translation project, whichincludes pre-translation, translation and quality-control. Chapter four, as the most importantsection in this thesis, focuses on the case analysis at lexical level, syntactic level and rhetoricallevel. Chapter five is the conclusion of the report. The writer hopes this report can provide somereference for the translation and its study of government work reports.
