Russia’s eastward expansion is a problem has been widely concerned, the analysis of its process and motivation is an immense number of books. This article is based on the Russian national strength and ambition of expansion and from this perspective to analysis the whole process and the influence of Russian expansion, and the reason of the beginning and the decline for its expansion in Manchuria, and try to make reasonable explanation to the Russian expansion behavior from the dimensions of rationality. For Russia, this paper mainly expounds the construction of the Middle East Railway, the establish of Russo Chinese bank, the intervention of Boxer Movement and the interference into the Korea and the violent conflict with Japan, finally declared the failure of expansion and its situations and causality by the way of war, to make the definition and analysis for the Russian expansion limit. Russian expansion behavior in Manchuria area, the final effect is determined by the actual ability of empire. In the area of Manchuria,which is full of Russian ambitions and abnormal expansion, the controlling ability of two empire is a key factor in deciding the game in this area. Japan’s intervention makes the situation in Manchuria more original whirling of complex, and eventually makes the Russian aggression ambition vanish like soap bubbles.In the aspect of the Qing government neutrality policy, this paper emphasizes to analyzes the status of Manchuria in the Qing Empire’s point of view, more emphasizes on the policy orientation of central government for Manchuria,which is as a difficult effectively controlling district status of the Qing Empire. Based on the evaluation of the Qing government’s ability of control, to put forward new explanations that why the Qing government adopted the policy of neutrality. In this analysis, We can see the Qing Empire is a tribal regime, but its national interests are not confined to the Manchuria region. It is difficult for the government to implement effective control on this area, select the neutrality policy is undoubtedly the best choice for the government of the Qing Dynasty.The reply of the local government for Russian expansion is an innovation of my analysis, this part mainly expounds how the local government dealt with Russian expansion in Fushun area. Considering the collection of data and the rich reserves of coal resources in Fushun, the analysis of the Russian expansion mainly focuses on its control of coal mine. In order to maintain stability, from the point of view of actual situation of places and the interests demand of some important figures, this paper makes a new consideration of the implementation of neutral policy in local place, builds a more comprehensive understanding of it. It also provides a new perspective for the analysis of the implementation of the policy of neutrality in the local governments.
