During the history of228years,thepeople of Bohai created great culture which was called “The Great Country in EasternSea”. The paper’point responses mainly the relation between three times capitalmoving and society development of Bohai. Every time when Bohai moved capital wasdifficult time in its history, but after capital moving, Bohai was more powerful thanbefore. In fact, Bohai rulers can make a practical plan in different crisis.In three timescapital moving, Bohia developed triangle area and it was strengthen foreign cooperationand exchange. By the same time, Bohai took political reforms in the influence of TangDynasty；overcomeing the tribal affiliation ctisis.It also created five capitals system toconsolidate its vast territory.The paper has agrued some historical geography questions about Bohai capitalmoving.In study of Bohai history, different points about position of Dongmoushan cityhad been argued. There are two main points in current academia. First viewpoint isDunhua Chengshanzi city, second viewpoint is Yanji Chengzishan city. Analysis onabove-mentioned points, they need to be disputed further. By contrasting the region ofYilou and Guilou, author thinks both Yilou and Guilou are errors in historical records.Accordig to historical data on relocate the capital, Bohai had never moved its capital toXianzhou, Xigucheng may be the first capital when Da Zuorong established Bohai state.The position of Dongmoushan may be in surrounding areas of Xigucheng.
