Research On Governing Theory And Morality Construction Of Contemporary Chinese Officials At The Basic Level

One of the main features of our moral culture lies in that for common people, the formation of moral cognition and moral motivation is completed through the acceptance of moral authorities and examples. It means that if the moral authorities and examples fail to act as bridges, the practitioners of common morality will be deep in the crisis of moral cognition and then the lacking of moral motivation will come up. If so, the increasing corruptions among the Chinese officers should take the major responsibility for current "moral crisis" or "moral demonstration" that is hard to get rid of. However, it is not only an issue about the moral corruption or greed of a certain group. The malignant imitations of the common morality practitioners from the moral authorities result in a vicious cycle of unfairness. Therefore, this paper reinterprets the importance of "official morality" based on such situation.Official virtue is a series of ethic questions and moral judgments for the officials who are responsible for managing nation, whose scope is beyond the boundary of professional ethics with reaching to different fields and that has impacts on the culture progresses of social economy and politics with close relation to basic interests in people’s live and labor and national prosperity. Not only is the official virtue a feature morality but it is the internalized embody for governing ethic so the research on official virtue is practical, operational and sustainable on ethic field.The essay focus on the questions’solutions through studying theories in the basic scope on official virtue and offering samples to illustrate the relation between governing ethic and official virtue building. It follows such thought and logos as "what governing ethic is? How does official virtue build? How does official virtue be led? How does official virtue be built at basic level?" and state the studying method on tendency of theme and content first to analyze the present circumstance of official virtue building in China, and then it dissects the related scopes on the governing ethic to argue that how the different ethic scopes leads and regulars the official ethic building respectively, and finally it provides the thoughts and measurements for highlighted difficulties at basic level for official virtue building.This thesis aims to provide constructive and innovative suggestions to open the mind in the construction of China’s contemporary official virtue at basic level through rational, technical and illustrative analysis, making humble contribution to get the attention from the academic colleagues on the particularity, enormity and importance of the construction of China’s contemporary basic level official virtue. Meanwhile, it is also expected that this thesis could enrich the public ethic’s research on the field of official morality, and offer necessary reference and practical guidance for the implementation of politic ethics.
