In the primitive and unsophisticated Iron and Farming Age, State Qin established the integrated Great Qin Empire after ending divided Warring Age and dominating over central plains. While at the same time, Roman Empire was creating its own age. Both the Great Qin Empire and Roman Empire have been celebrated for a while, but the difference lies in that after the death of Caesar the Empire fell into pieces and a successive and unified civilization couldn’t be established even though the regime of Roman Empire has lasted for several hundred years. On the contrary, Qin Dynasty just has shortly lived for fifteen years and died after two generations, however, the state and civilization systems built by Emperor Qin shihuang lay a solid foundation for Chinese civilization which remains alive today.In today’s society, with the threat of war and terrorism, the growing deterioration of natural and ecological envrionment, the losing of human morality, the western world has occupied the leading role in world affairs for almost one hundred years. The Chinese always related national salvation, survival and revitalization with learning from western countries, and accepted the western thoughts while immersing in the fear of being colonized. That great era which talented people were fighting for throne and a hundred schools of thought contend has been forgotten, the Hanfei thoughts which helped Emperor Qin shihuang intergate ancient China has also slipped from our memory, the renewable motivation like a phoenix from its ashes coming from the native civilization has faded from our memory."Political reform for powerfulness" is the essence of Hanfei thoughts, which consistantly appeared in the development of China history. This thesis starts from the early Qin’s a hundred schools of thought contending, and lists the different perspectives of Theory of human nature held by Confucianists and Legalists. Then the thesis goes back to Legalist Hanfei’s utilitarianism thought and tries to restore his attitude towards utilitarianism thought, by this way the thesis tends to reflect on the problems of Political reform for powerfulness and seek for the road sign with the range of human ability.
