Study On Local Comprehensive Yearbook Framework Design

The Yearbook are “exotic” and introduced to China until recent times. Compared withwestern countries, China’s Yearbook has been developed in tortuous cause started late and lowstarting point. Until the1980s, with reform and opening, China’s Yearbook career has achieveda large development. On May18,2006, the Local Records Regulations was introduced bygovernment. Government regards compiling the Yearbook as one of the major tasks at all levels ofthe Local Records agencies in the form of legislation. The Yearbook became an integral part of theLocal Records. After reference to the management of the Civil Servant Law or as a purely publicwelfare institutions. The Yearbook was totally included in the budget of the local government.Meanwhile, the Yearbook’s development entered a new stage.The frame structure is considered to be the “skeleton” of the yearbook. Therefore, theframework design has a pivotal role in the Yearbook system work. In reality, the Yearbookframework exists many problems. For example, frameworks were often applied and nocharacteristics. Included the compilation of Yearbook and overall design and each columns, thedivision was not normative, which made readers retrieval difficulties and entries lacked ofstandardized and etc. Especially, in the development of the Yearbook into a new stage, the framedesign of the Yearbook has a crucial significance.This article discusses the Local Comprehensive Yearbook design issues from three parts:At the first part, the current development of comprehensive local yearbook. I started the partwith the origin of the Yearbook. Followed by a review of the foreign and domestic yearbooks.The comprehensive local yearbook can be divided into four categories: Comprehensive Yearbook,Industry Yearbook, Statistical Yearbook and Enterprise Yearbook. Comprehensive localyearbook relationship with the local record also been elaborated in this article.At the second part, the problems and countermeasures of the development of localcomprehensive yearbook frame design. First, the yearbooks was rarely modified when the framewas formed so that the yearbooks cannot reflect the development of content to keep up with thetimes. Second, a part of yearbooks is not clear enough in hierarchical division and not easy to retrieve. The characteristics of the region are not obvious. In this chapter, these problems wasproposed countermeasures respectively.At the third part, The Yearbook frame design should not only adhere to standardized,scientific classification, attribution properly principle, but also bold innovation, reflect thecharacteristics of times and regional characteristics. The Yearbook entry is “building block”,ordering entry divided information into a relatively independent of the data subject. If the frame isthe Yearbook of bone, then the entry is flesh and blood of the Yearbook, which determines thequality of Yearbook. The yearbook entries should be designed with novelty, authenticity,objectivity, integrated,comprehensive, concise, readable, openness, accessibility, normative.At the fourth part, The policy-oriented brought in development trend and impact for thecomprehensive local yearbook. Local comprehensive yearbook can be two ways to get revenue byoperating “backed by the government, market-oriented” mode. But, as the local recordadministrators participated into the budget of local government at all levels, they have to face tobecome the “official book” embarrassment. This chapter discusses the impact of policy the localcomprehensive yearbooks frame design, as well as the attitude and approach should be adopted.
