Objectives 1 To design the comprehensive evaluation index system of occupational hazard prevention for iron and steel enterprises and to research the weight calculation method of evaluation index system, and on this basis, the comprehensive evaluation index system of occupational hazards prevention for iron and steel enterprises was used to conduct empirical analysis. 2 Through the empirical analysis of comprehensive evaluation index system to understand the occupational hazards prevention status of certain iron and steel enterprises in Tangshan area, and index system would make a further perfect based on the empirical analysis. So as to provide effective tools for scientific evaluation on the control effect of occupational hazards in the industry.Methods 1 A comprehensive evaluation Index system of occupational hazard prevention and control for iron and steel enterprises was established by inductive analysis of relevant documents, personal interviews, theoretical analysis, improved Delphi expert consultation, focus group discussions and empirical analysis method. 2 The weight of comprehensive evaluation index system was determined by improved AHP-Fuzzy comprehensive evaluation model when the Delphi being carried out. 3 The screening rationality and science of comprehensive evaluation index system were estimated by the number of Delphi expert consultation, the number of consulting experts, the representative of consulting experts, the enthusiasm of consulting experts, the authority of consulting experts and the consistency of opinion of consulting experts. 4 The reliability of comprehensive evaluation index system was assessed by Cronbach aand standardized Cronbach aand split-half reliability. The validity of comprehensive evaluation index system was evaluated by Delphi expert consultation and factor analysis. The acceptability of comprehensive evaluation index system was appraised by the rate of consultation questionnaire recovery and efficiency. 5 The comprehensive evaluation matrix membership of qualitative index was constructed by the ideas of AHP when Delphi expert consultation being carried out. comprehensive evaluation matrix membership of quantitative indicators was built with the principle percentile thoughts and continuous trapezoid distribution functions. The empirical research was carried out by Fuzzy comprehensive evaluation model on the basis of comprehensive evaluation matrix membership for the qualitative and quantitative indicators. 6 The BPNN model was used to fit the empirical results to simplify the comprehensive evaluation process.Results 1 This paper build 3-level indicator system of occupational hazard prevention and control situation of iron and steel enterprises from four dimensions(level indicators) of harmful factors resulting from occupational activities, workers’ own situation, protection against occupational hazards and occupational health management of health facilities. The index system structure was 4-20-95. 2 The weighting coefficient for four dimensions were0.2516, 0.2428, 0.2550 and 0.2506, respectively. 3 The delphi expert consultation was carried out for three rounds, the recoveries rate of consultation questionnaire were 82.5%, 100.0% and 100.0%, respectively; the response rate of consultation questionnaire was 75.0%, 100.0% and 100.0%, respectively; Expert’ authority for four dimensions were 0.875,0.769,0.832 and 0.800, respectively and consistency factor for four dimensions were statistically significant difference. 4 The Cronbacha, standardized Cronbacha and splithalf reliability of comprehensive evaluation index system were 0.959, 0.950 and 0.810, respectively. After the factor analysis, a total of six common factors was extracted, the cumulative variance reached to 86.399%, But there was a cross-dominated phenomenon between the factors, The third party supervision and organization and regulation of occupational hazards belong to occupational health management status in essence, it showed that the reasonableness of the combined index. 5 Combined with Delphi expert consultation and recommendations and the actual situation analysis, the score of empirical study for occupational hazards prevention and treatment status of iron and steel in Tangshan is 85.215. 6 Through BPNN neural network model fitting for the results of empirical study, the MRE is 5.046%.Conclusions 1 The comprehensive evaluation index system of steel occupational hazard prevention and control with high reliability and validity constructed in this study is more perfect and reasonable. 2 Improved Delphi expert consultation has good application effect when screening comprehensive evaluation index system. 3 The method, improved AHPFuzzy comprehensive evaluation index system model, was used to determine the weighting coefficient of index system is scientific, reliable and reasonable, So the accuracy of the results are relatively high. 4 The empirical application of the enterprise is in accordance with the actual situation. 5 BPNN neural network model can overcome difficulties and defects of Fuzzy comprehensive evaluation model in the empirical research stage, with strong prospects in the comprehensive evaluation.
