The New HealthCare Reform program includes Medical Information requirement into the whole plan at the first time. It proposes to speed up "the standardization of information and public service information platform construction, gradually establish a unified, resource integration, information sharing, openness, easy to use, real-time supplied medical and health information system". This is a historic opportunity to usher in the new health information technology field, also presents a huge challenge for the next step of the Medical Information Platform construction. Regional Medical Information Platform is complex system engineering, which has the construction of large-scale, long construction period, high investment, involves many providers of hardware and software providers, as well as many of the participants. In order to ensure that under the prescribed time and specific resource conditions successfully realizing the goal of building a complicated system, the correct requirements development and management are extremely important in the process of the implementation and maintenance of information systems in this area, this is directly related to the success of the system construction. According to the specific requirements of the Regional Medical Information Platform in the background of the New HealthCare Reform program, based on the actual project experience, and in accordance with the theoretical basis and practical method for requirements engineering, this research used the object-oriented requirements analysis method to complete the construction of the Regional Medical Information Platform Requirement Framework Model, it is quite helpful to explore viable options for the successful construction of the new Medical Information System.
