Study On The Children Cancer Prevention And Control System In China

As the future of humanity, children are the important resources for the sustainable development of the society, whose health are directly related to the national quality and the national future.The United Nations in 2000 passed the millennium development goals, putting forward to reduce child mortality all over the world in 2015. It is every government tireless goal to improve the overall quality of children, promote children’s physical and mental health and all-round development. However, with the quickening of the society rhythm and the worsening of human survival environment, malignant tumor has become one of the major diseases threat to children and teenagers life health, and the important reason of disabled children and family poverty due to illness in our country.In China, the incidence of children cancer increased significantly year by year, while the mortality was still high compared to developed countries and had not started to decline, and the cure rate also had a certain gap. The popularity of children cancer not only caused great harm to children and their families but also brought heavy economic burden to the state and affected the sustainable development of the society. So the study conforms to the present national condition and the social development need, which has important practical significance.Based on above background, the main purpose of the study is to put forward the composition elements and running mechanism of children cancer prevention and control system based on the analysis of present status and development requirements of the children cancer prevention and control, further to provide reference ideas and decision-making basis for the construction of Chinese children cancer prevention and control system. This study adopted main research methods including literature research, on-the-spot investigation, personal interviews and expert consultation. The firsthand research resource was got from the field data collected, personal interviews and experts consultation, while the second-hand research resource was from document databases such as WANFANG, SinoMed, VIP, CNKI, PubMed, Web of Science and so on, related monographs, electronic publications and the official website of national cancer prevention and control centers, children’s tumor medical centers, health administrative sectors and other related organizations.The challenge and opportunity coexist in present children cancer prevention and control in China. Main challenges were the lack of unified deployment and scientific planning, the cancer registration system still not perfect, lack of funding and limited research visual angle in scientific research, the difficulties in clinical diagnosis and treatment including lack of medical resources, large severe cases, more common misdiagnosis and mistherapy and the high fees, the insufficient knowledge of the public about children cancer, etc. The era opportunity lay in:China attaches great importance to the prevention and control of cancer; the particularity of children cancer can win more attention and resource for its prevention and control; the health care reform will advance certain security for the cost; the general improvement in public health consciousness; our country started to construct the pediatricians team; the developed countries provided some experience and lessons which can be drawn.This study puts forward to establish Chinese children cancer comprehensive prevention and control system guided by Chinese children cancer prevention and control strategy and based on the deficiency of the present work and the demand in a period of time, which will be led by the government and various departments cooperate together and the whole society participate actively. This research suggests that the comprehensive children cancer prevention and control system should include eight elements: organization system, policies and regulations system, information monitoring system, propaganda and education system, clinical diagnosis and treatment system, scientific research system, economic rescue system and humanistic care system. The organization system is the core element, while the rest are the function elements in leadership of the former. The functions of each element rely on and promote each other, forming a function complete and responsibilities clear organic whole. The function orientation, responsibility main body and focus work of each element is analyzed respectively. Basically, the study illuminates the essential elements and operational mechanism, providing decision support for the government carrying out the construction of children cancer prevention and control system.Finally, this research suggests relevant departments should organize experts to research and further put forward the national construction scheme of children’s cance comprehensive prevention and control system. For these specific tasks, the safeguards should implement in place promptly, while for other complex tasks or system engineering, a strict planning should be taken by organizing relevant departments to formulate work progress and preparing the corresponding resources as soon as possible.We believe Chinese children cancer prevention and control will get full success in the highly value and unified command by the government.
