Consideringboth the ground situation and examples of foreign enterprises who have gonethrough the three-step-development of experiential management, scientific management and cultural management, it’s a trend and the best choice to introduce cultural management to governmental hospitals. Constrained under the existing system in China, these governmental hospitals are mostly under transition from outdated experiential management to scientific management, few have touched early stage of cultural management, among them are many confusing culture establishment with management, not to mention the great gap when compared to those A-class hospitals in developed countries. Intensive research for public strategy is much needed.As a staff with administrative working experience in governmental hospital over a decade, I’m trying to determine major problems of existing system using what I’ve learnt such as new public management theory and Maslow’s hierarchy of needs theory,offer insightful analysis for managerial shortcomings in governmental hospitalsand find practical solutions.Part one explains the concept and theoretical basis of cultural management; part two leads study into existing problems of cultural management in public hospitals; part three makes research into foreign peer hospitals to develop theory and plan for cultural management in public hospitals; part four gives practical advices about public hospitals’culture management with case examples of the NO.5 People’s Hospital (where I work) and famous Mayo Clinic.Coming after all the thorough analysis we can conclude that in order to carry out practical cultural management, governmental hospitals shall adhere to five principles, they are:Persistence in core value, fostering of humanity, maintaining an atmosphere of general devotion and innovation, and constant pursuing of brand-building. To maximize the effect, there are four major parts of work for them to do. Firstly, redefine the role of a governmental hospital in new era. Secondly, reinforce humanity education, inculcate a sense of love and care. Thirdly, care more about human emotions, maintain a harmonious doctor-patient relationship. Last but not least, consolidate the organizational structure, enhance the implementation capacity. Currently, cultural management of governmental hospitals in China is yet in its early stage and much remained to be discussed, what’s studied here is a single try which I wish can be catalytic and innovative for its future development.
