Free and comprehensive development is the eternal values theme of human being. In the knowledge-economy era, Human Resources are the primary resources. Cultivate and bring up a group of outstanding high-level personnel, especially leading talent, as giving full play to their demonstration and leading role, is the inner demand for our in-depth implementation of the "talent power" strategy and the construction of "innovative country", which is also an effective way to accelerate sustainable social and economic development, to build a moderately prosperous society in all aspects and achieve the Great Renaissance of Chinese Nation. As the saying goes:"Thousand soldiers get easily, a will difficult beg". The growth of medical leading talents is influenced by many factors, which is comprehensive effects of interaction between internal and external conditions. For this reason, Consider the development strategy of medicine leading talents, actively explore the medicine leading talent’s concept connotation, type, quality characteristics, analyze the related influencing factors of its growth and the growth of the law, then Propose specific policy recommendations and development path, Which has important practical significance in cultivating innovative and composite medicine leading talents, building an outstanding medical innovation team, and forming the human institution with international competitiveness, promoting the development of medical science and technology innovation and health service.The paper is divided into five parts:The first part introduces the research background and significance, research status, research methods and content, focusing on explaining the concept of leading talents, medical leading talents’connotation, type and quality characteristics, then discusses the modern human capital theory, the new growth theory, hierarchy of needs theory, competency model theory in detail, which is on the basis of systematic analysis of research status at home and abroad.The second part reviews our medical policy evolution history in CHINA, gives a comment on Medical Personnel Policy Change, which is based on the theory of institutional change. Moreover, the author mainly summarizes the key elements of the policy system, educational environment and management mechanism of the development of medical leading talents.The third part explores related factors influencing the growth of medical leading talents, identifies the key factors and their inherent regularity, then analyzes the main problems of survey, Which is based on 178 Jiangsu medical leading talents by questionnaires under the principle of stratified cluster random sampling and 10 in-depth interviews by interviewee.The fourth part introduces the successful experience and major measures of foreign high-level personnel resources development by a careful comparison of the United States, Japan, Singapore, India, China and other countries, which is to provide a broader vision and reflection angle for training medical leading talents.The fifth part puts forward countermeasures and policy suggestions about medical leading talents from the perspective of introduce talents, cultivate talents and retain talents, as leading to sustainable development of creating more outstanding medical leaders, Which aims to promote the development of medical science and technology, as well as medical and health services.
