The Research On The Effect Of Corporate Governance To Public Welfare In Public Hospital

Public hospitals are widely used to protect and promote the health of the citizens. Public welfare is the most basic property of public hospitals. However, "the difficulty and expensive in seeing a doctor" has become a serious social problem. The lack of public welfare is one of the most important reasons for the problem. The reform of corporate governance, which is crucial to the reform of public hospitals, has become the important system safeguard for maintaining public welfare. The existing research and practice has now proved that the corporate governance of public hospitals had the impact on public welfare inevitably, but by what rules will the corporate governance of public hospitals effect public welfare, how it will effect public welfare?This study tries to solve problems above, exploring the influence of corporate governance in public hospitals on public welfare. The research work includes several aspects(1) analyzing the research about corporate governance and public welfare by literature review(2)analyzing the influence of corporate governance in public hospitals on public welfare by the principal-agent theory, the stakeholder theory, the board of directors governance theory, then putting forward the influence path(3) raising hypotheses by literature review and theoretical analysis(4) charging people including the health administration officers, hospital administrators, doctors, experts who specialize in health management from Nanjing, Zhenjiang, Wuxi, Suzhou, Shanghai as the study objects, then getting 230 valid questionnaires(5) using the SPSS 16.0 to evaluate the reliability and validity of the data, then to perform the correlation analysis and multiple linear regression analysis.Through the research above, it shows that decision-making mechanism, monitoring systems, personnel selection and appraisal mechanism, the incentive and restrain system for the major members of public hospitals in internal management of public hospitals,have significant effects on public welfare. According to the research, some suggestions are raised, such as improving the internal decision-making mechanism to guarantee the public welfare, consummating personnel selection and appraisal mechanism,also the incentive and restrain system with the goal of public welfare for the major members of public hospitals,strengthening inside supervision mechanism to drive the hospitals to perform functions of public welfare, improving the supporting reform measures and combining these measures with corporate governance to realize the goal of public welfare.
