Research On Establishment And Activities Of National Anti-Tuberculosis Cooperative Group In Coal Industry (1987-1991)

The treatment of tuberculosis has been one of the key medical and public health work in the coal industry. In this paper, Taking the national Consortium of curing Tuberculosis in coal industry from 1987 to 1991 for the study, discussed the effect of social health organization supervised by the government and established by the folk in coal industry, In the beginning of this thesis, I analyzed the a series of initiatives in curing tuberculosis in mining industry taken by the government.reviewed the overall situation of curing tuberculosis from the establishment of the State to Reform and Opening.We learned the experience form the Soviet Union, organized advanced courses and invited experts from Soviet Union to train doctors of our country.which helped us to cultivate the talents.The Ministry of Health has been established the authority of unified leadership through a series of meetings as well as indicates in the prevention and cure of tuberculosis.the Government mainly relied on mass movement and Patriotic Health Campaign and other social mobilization, to educate people and advocate the treatment of tuberculosis.anti-Tuberculosis Association conducted and presided over the academic research by holding conferences, publishing books and getting other academic achievements.These measures,including prevention and curing of tuberculosis,publicity and education,academic research, training cadres.These measures not only established the mining industry and health management system, but also laid a foundation for anti-Tuberculosis work of mining industry in the reform and opening. High degree of centralized and uni-fled management,combined with the special political environment before the reform and opening up, led planned economy system to lack of autonomy and flexibility. And the crisis of treatment of tuberculosis has coming up.The Government took too much burden and responsibility. vertical linkage between Medical units and health workers are too close, alienated in horizontal linkages; Hierarchy obedience and administrative directives are more than communication practices and mutual help. After the reform and opening up, The work of prevention and cure of tuberculosis is constantly advancing.The government took several meetings to implement control of tuberculosis.In the entire mining industry, metallurgy, petroleum, textile and other systems in response to the order from the center were established Tuberculosis Consortium. Coal industry also reflect on their own work on prevention and cure of tuberculosis.Barriers must be broken in the industry, to increase contacts within the industry and establish cooperative organizations, exchanging information with each other, learning experience and promoting the level of technology. Xuzhou Mining Bureau took great advantage of its superiority in hardware and software.and actively contacted all parties,which got support and feedback from government departments.Thus, the Consortium has established the possibility and feasibility.National Cooperation Group of anti-Tuberculosis in coal industry came into being. collaborative group formed spontaneously for the purpose of Self-help and mutual assistance,which helps to establish the authority of government medical and health services management Collaboration was supervised by the government and established by the folk,which was under the leadership of Department of Health form the Ministry of Coal Industry,National TB Control Center in Beijing and sub-center in Shanghai guided its research on prevention and cure of tuberculosis.The third chapter introduces the process of establishment of National Cooperation Group of anti-Tuberculosis in coal industry.Founding Conference formulated the tuberculosis consortium charter.Organizations including the list of consultants Collaborative Group, the major members of the units and heads of the districts.principles and sources of funding collaborative group activities.tasks and content. The fourth chapter focuses on the activities of the National Cooperation Group of anti-Tuberculosis in coal industry, the National Cooperation Group took several measures such as establish agency, training,research exchanges, founded a magazines and propaganda to control the tuberculosis.What can we learn is the material and spirit aspects from organization mode of Cooperative Group and dedication of medical staff.
