According to《2014 National Notifiable infectious disease epidemic situation》 released by the National Health and Family Planning Commission of PRC, the number of new HIV patients is 45145 in China, and the deaths are 12030, increased by 6.67% and 6.67% respectively in one year. Entry-exit people, especially the labor group is limited by the level of education and traditional ideas influence, so their knowledge about HIV is limited.The Essay chose 864 labors who went to Russia through Suifenhe port in October 2014 as research objects, and their acknowledge about HIV and demographic characteristics such as gender, age, marital status, living conditions, education level were investigated by means of interventions and questionnaire survey. This Essay estimated the health intervention effect and innovations done by Entry-Exit Inspection and Quarantine Bureau by means of classification and comparative analysis, and then schemes and measures on conducting health education and behavior intervention to labors going overseas were discussed.According to the research, labors going to the Russian have low level of education in general, and most of them are young or middle-aged males having insufficient knowledge about HIV and HIV related information, also lack of awareness of HIV/AIDS prevention. Experiments have shown that long-term overseas health interventions are better than short-term movement of AIDS health interventions, because it has the advantages of low cost, good result, long lasting effect, etc.Through this research, it is suggested that economic evaluation and Internet should be used and the intervention channel should be widen in future’s HIV/AIDS health interventions work. Also, more social forces should be involved in this work and homosexual should be paid more attention to. Meanwhile, oversea health departments should be collaborated to increase the efficiency of the intervention and reduce the cost.
