Analysis Of The Equalization Of Basic Public Health Services In Jilin Province

Objective:In 2006, the 6th plenary of sixteen session of the communist party of China formally came up with "about building the socialism harmonious society certain major issue decision",which put forward the concept of "equal basic public services", will improve the basic public service system as the important content of the construction of a harmonious society, building a service-oriented government. In 2011, through the law of the People’s Republic of China on the twelfth five-year plan for national economic and social development outline further shows that the core of the change of government function is "adhere to the priority of the people’s livelihood, fulfill their duties of the government public service and promote the equal basic public services". Basic public services as to survive and develop the relationship with the people most closely, most urgently, the most important, the most basic and the most relevant service, by the party and the government attaches great importance to and attention. Public health service is not only closely related to people’s health, but also directly related to social stability, economic development and national security, is one of the basic content of governments to provide public services. In this paper, we put forward a series of countermeasures and Suggestions to improving equalization by the study of current situation of the development of public health service equalization of Jilin Province,in order to effectively promote the public health service equalization process, promote the sustainable development of Jilin Province.Methods:Visiting survey and literature research were adopted in this study. Research contents are as follows:public health service equalization development results of Jilin Province; the current situation of the development of the equalization of public health service project In various areas of Jilin province, including the people’ health records management situation, the elderly" s health management situation, prevention and vaccination,0 to 6 years old children’s health management situation and the maternal health management situation, chronic diseases health management, and so on.Results:1. The basic situation of Jilin province public health:by the end of 2014, the total number of overall urban basic endowment insurance of Jilin province is 6.768 million, the total number of urban basic medical insurance is 13.799 million, the number of work-related injury insurance is up to 4.155 million,3.669 million people took the birth insurance, those index are higher than the same index as last year. The number of technical staff of Jilin province is 154000. There were 131900 beds in Clinics and hospitals. There were 18000 beds and technical personnel 19300 people in 773 health clinics in towns and townships,. New rural cooperative medical coverage rate was 100%, and the service rate was 99.56%.2. Carrying out the situation of Basic public health services project in Jilin province:the total number of residents’health records was 20.76 million, total inputting rate was 73.10%. The total number of electronic health records was 19.33 million, total electronic inputting rate of 68.06%, most of the region has not yet reached 80% of the national requirements. The immunization rates which were recorded reached 99.09%,671000/person-time vaccination was planned, the strengthen vaccination was planned as 65000 person-time,108000 person-time Ⅱ type vaccine was planned. The sum up management number of chronic diseases of Jilin Province was 792000, the number of high blood pressure health management was 512000, the rate of standardized management was 78.08%. The number of diabetes health management of Jilin Province was 206000, the rate of standardized management was 79.69%.Conclusions:1. There is difference between Jilin Province and the developed provinces about public health service equalization development and achievement.2. There is a lot work to do about promoting equalization of public health service project in Yan bian state, Gong zhuling and so on according to analysis in various areas of Jilin Province.3. According to the situation of public health service equalization of Jilin Province, we put forward to a series of countermeasures and suggestions to improving equalization.4. Put forward to focus on implementing the requirement of equal basic public services of the floating population, gradually establish the working mechanism of planning basic public health service equalization of floating people.5. According to work requirements of the national health and family planning commission about residents health card construction, considering the situation of Jilin Province, we should promote the construction program of residents health card.
