Impact Evaluation Research On The Implementation Of Basic Public Health Service Object In Chongqing Municipality

Objective:Basic public health service object develops rapidly on a nationwide scale since 2009. In order to found out the implementation situation of basic public health service object in Chongqing Municipality, this research selected Jiulongpo District, Bishan County and Qijiang District of Chongqing Municipality as study targets, and conducted a current situation investigation on this object. This article summarized achievements, troubles and difficulties during the executing process, and then gave pointed policy suggestions on how to improve basic public health service object.Method:Consulting relevant document literature in bibliographic database at home and abroad as well as summarizing pre-existing materials. By the method of combining random sampling and typical sampling, Jiulongpo District, Bishan County and Qijiang District were selected as study samples. As to the specific study methods, the author conducted in-depth interviews with local related officials; carried out demonstration on the late policy recommendations; collected data about implementing basic public health service object from 2010 to 2012, and made contrastive analysis on these data by using quantitative research and system analysis.Result:Chongqing Municipality has achieved good results in the field of basic public health service object since 2009. Through investigating the complete status in the three areas for 3 years, the study found out that although this object has not put into practice for a long time, the task developed rapidly and local governments attached great importance to this object. All the three areas has formulated pointed performance assessment method for basic public health service object; drew lessons from the past constantly; improved related regulation institutions step by step and took appropriate measures to improve the implementation effect of this object. However, there were also many problems during the process of object applying, for example, shortage of professionals in primary health institutions, insufficient fund, unbalanced service quality of this object and insufficient residents’ participation passions.Conclusion:There were two constraints in the development of basic public health service:insufficient professionals and fund in primary health institutions, while lack of publicity was also a cause of it. So, governments should offer policy support and financial support; provide enough qualified junior-grade health servants and try to cooperate with target population. The three sides should join hands to improve the service quality and service efficiency of basic public health service.
