Adverse Drug Reaction (ADR), which means drug adverse reaction of qualified drugs in normal usage. The adverse drug reaction monitoring, refers to the process of discovery and reporting of adverse drug reactions, evaluation and control. In recent years, armillarisin (Qieryao event), Houttuynia cordata injection, hydrochloride clindamycin phosphate (Xin Fu incident), static C (Guangzhou bioyee events), methotrexate, cytarabine (Shanghai Hualian event), and contac, Vioxx, Guan Mutong, and other drugs because of serious safety problems and is disabled. Back in the event, all of the incidents, the emergency response mechanism in the construction of ADR monitoring system and serious adverse drug events play a crucial role. Due to adverse reaction monitoring in our country set up late, drug level business level practitioners uneven and other reasons, resulting in adverse drug reaction monitoring low level. How to strengthen the supervision by government departments, reduce adverse drug reactions especially major accidents, ensure the safety of the public administration, this is a problem worthy of study and research.This paper starts from the factors of adverse drug reaction monitoring, through concept description, factors of adverse drug reaction monitoring and accurate positioning; analyzing the interaction between the factors; and from the actual situation of Jiangsu Province, analyzes a series of problems in China’s adverse reaction monitoring; analysis of adverse reactions from experience monitoring management organization system and technical system of the United States, France and other developed countries; finally defined several basic design ideas, and puts forward some countermeasures for improving ADR monitoring management mode.
