Drugs are the special commodities that relate to people's health and lives. To develop adverse drug reaction (ADR) monitoring is an important action to protect public safety. Establish and improve the organizational system is doing a good basis of ADR monitoring to found,report and investigate ADR.In recent years, there are events frequently about drug safety. But the organization system is not perfect, especially the sub-provincial-level, to found and report ADR effectively and to protect drug safety. Analysis and evaluation of ADR can not be implemented to the first line, and it has not communication and feedback promptly and effectively with the reporting units and public. There are a lot of potential risks about drug safety for the public. So it's a serious problem that impact ADR monitoring. It should establish sub-provincial-level organization system perfectly as soon as possible to achieve objectives of serving the people, serving the government and serving the society, and protect drug safety better and better.This paper studied the status of the international construction on ADR monitoring, viewed from the system point. What's more, based on literature, this paper used a combination of network and practical research on sub-provincial-level organization system, analyzed the problems in the system's construction.There are five problems: organization is imperfect, function is not clear, management system is not perfect, team should be strengthen and security measures are not advanced. Corresponding to these problems, this paper proponed some strategies, in order to make this paper more valuable.
