The Analysis Of The Shortage Basic Drug Situation In Chang Chun

Objective:through analyzing the current situation of shortage of basic medicine in Changchun, To understand the current situation of the basic medicine for the unified pricing, designated production, plain packaging, unified distribution, government compensation for the relevant mechanism,then to provide the basis for the relevant departments to formulate policies. Method:After reviewing literature, we and conduct questionnaire survey, questionnaire survey was conducted among the administrative personnel, medical institutions, pharmaceutical production enterprises, pharmaceutical distribution enterprises.Relevant data about basic medicine, designated production, plain packaging, unified distribution, government compensation were collected from Jilin Province medicine purchase service platform. We complied data with Excel, analyzedit by SPSS 21.0 statistical software.Presentationdescriptive data with rate and ratio, statistical inference was conductedthrough Fisher’s exact probability method. Result:(1) The survey was issued 92 copies, 90 of which were valid questionnaires, the efficiency was 97.8%. The results showed that 56.67% of the respondents understood the basic drugs, 30% of respondents understand the basic drugs less, 13.33% of respondents did not understand the basic drug.(2) The top four basic drug selection standardsconsidered by research object were: the better quality and clinical effect, great social demand, the best performance/price ratio and the low price; The proportion of the problem that manufacturers are reluctant to produce was the largest in the main problems of current basic medicine field considered by research object, followed by the low profit of production and sales, the formulationof catalogue and the problem that distributors are reluctant to delivery.(3) 22 hospitals in Changchun area were investigated, the results showed that basic drugs shortage in Jilin province was divided into three different situations, including the shortages of the basic drugs which do not win the bid, the shortages of national basic drugs, the shortages of non-catalogueddrugssupplemented by Jilin province. There were 19 breeds, 22 drug product regulations of the shortageswhich had not won the bid inthe inadequate basic drugs,they were all the national essential drugs. The top eight of the varieties and drugswhich had the largest annual demands were isoniazid injection, metoclopramide dihydrochloride injection, deslanoside injection, fluorouracil injection, sodium aminosalicylate for injection, glucose injection, chorionic gonadotropin for injection, pralidoxime chloride injection.(4) According to the application ABC analysis status quo of shortages of basic drugs, for class A, B, C drugs were reached by the calculated quantity and amount, there were 12 main inadequate national basic drugs, accounted for 81.09% of the total annual demand quantity; And 15 secondary inadequate national basic drugs, accounted for 13.83%;84 general inadequate national basic drugs, accounted for little of the total annual demand quantity. Results of value analysis show that there were 15 main inadequate national basic drugs, its demand amount accounted for 80.63% of the total amount of annual demand; There were 19 secondary inadequate national basic drugs, accounted for 12.50% of the total amount of annual demand; And 77 general inadequate national basic drugs, accounted for little ofthe amount of demand, just 6.87%. Consulting the shortage causes of the total 40 drug product regulations of primary and secondary national inadequate basic drugs, results show that the widespread reasons are the price raising in raw materials, the lack of production, the manufacturersdon’t produce, purchase price is higher than winning bids. Conclusion:1. Stakeholders’ understanding of the basic drugs is tolerable; The better quality and clinical effect, great social demand, the best performance/price ratio and the low price are considered to be the top four selection standardsof basic drugs; The main problems of the current field of basic drugsare: manufacturers are reluctant to produce, the profit of production and sales are too low,the formulationof catalogue, and the distributors are reluctant to delivery.2. There were 19 breeds, 22 drug product regulations of the shortageswhich hadnot won the bid inthe inadequate basic drugs in Changchun city; 98 varieties, 111 product regulations of the shortageswhich had not won the bid inthe national inadequate basic drugs; 28 breeds, 29 drug product regulations of non-catalogueddrugssupplemented by Jilin province in the inadequate drugs;3.The mainly inadequate national basic drugs accounted for the most in the total annual demands; The price raising in raw materials, the lack of production, the manufacturersdon’t produce, purchase price is higher than winning bids are the main reason for the lack ofprimary and secondary national inadequate basic drugs.
