Objective:To study the 177 closed illegal clinics of 6 districts in Chongqing from 2010 to 2012, and summarize the personal information of medical staff and the medical practice of illegal clinics, in order to explore the reasons of closed clinics and put forward the effective strategies for cracking down unlicensed medical work.Methods:1 Literature analysis:The related literature about unlicensed medical work was retrieved through the data base of Cqvip, CNKI, WanFang, etc. The relevant policy mainly came from laws and regulations, and data were provided by Chongqing health supervision bureau.2 Questionnaire:Cluster sampling was used for extracting 177 illegal clinics to study the closure situation, including the personal information of medical staff and the evaluation of medical practice without license.3 Result analysis:The data was arranged by using the Epidata3.1 to establish a database template. SPSS 19.0 was applied to do Chi-square test. The combined knowledge of demography, management and law was used for descriptive analysis.4 Quality control:Questionnaires came from the project of cracking down on illegal medical practice of Chongqing health supervision bureau. All health inspectors had been uniform trained before participating in the project. All questionnaires were sent back to Chongqing health supervision bureau and input after being checked.Results:Illegal clinics were closed because of many factors, such as the top reason was administrative penalty once (86.44%); administrative penalty more than twice also took a large proportion (13.56%); repeated clamping down accounted for 7.91%; and investigation of criminal responsibility took up 4.52%. The study implied that administrative penalty was powerful. Statistical difference was significant between the 6 districts and closed factors of illegal clinics (P< 0.05), which might be relevant to economy level, literacy level and status of health law implement.Conclusion:The closed factors of illegal clinics cover administrative penalty and administrative coercive measure, investigation of criminal responsibility, changed external factors, and self-variation of illegal clinics. Otherwise, some problems still exist in cracking down on illegal medical practice. From the aspects of government, justice, illegal clinics and all society, govern the illegal medical practice effectively and manage the order of medical service market, to protect and guarantee people’s health.
