Research On Situation Of Illegal Medical Practice And Management Measures In Anhui Province

Objective: Analysis the situation of illegal medical practice in Anhui Province from 2008 to 2010,investigate the causes,the characteristics and influencing of illegal medical practice and proposed treatment plan,to better regulate the medical services market and protect people's health security.Methods: Collect the nationwide materials on combating illegal medical practice through literature retrieval,the medical punishment cases of the illegal medical practice from 2008 to 2010 in Anhui Province,the report complaints cases from 2008 to 2010 in Anhui Institute of Health Inspection and the status and punishment cases of the illegal medical practice in field investigation.Results: The number of Anhui Medical punishment cases is decreased from 2008 to 2010 and the highest proportion in medical punishment cases is clinic,the main illegal form of medical institutions was employment non-medical personnel,the highest proportion in enforcement cases is clinic.Rural doctors and physicians are the major groups of illegal medical practice. The main illegal form of medical staff are not obtained qualification certification or not registration,violate standard of medical technology and obtaine practicing certification illegally.The phenomenon of practicing medicine without a license is still exist and the punishment is low and the enforcement cases were increased year by year.Rental housing is the main place of practicing medicine unlicensed and 28.91% of unlicensed practicing medicine cases had been punished.The main form of practicing medicine unlicensed is individuals without qualification certificate.Conclusion: Continue to further promote health care reform,improving the basic health care network,strengthen health legal system,enhance the capacity of health supervision,extensive propaganda and mobilization and establish long-term mechanism against unlicensed.
