Background:In recent years, chronic disease has gradually become one of the main causes of residents disease in our country. “WHO PEN” project choose Qingtongxia City of Ningxia as a sample region to do the intervention study, but how about the intervention effect? Is it achieving the project objective? We need to comprehensive analysis from all aspects of the project.Objective:The study chooses typical evaluation indexes and establishes the evaluation index system. According to the condition-process-results of the evaluation principle of objective evaluation on the implementation process and results of “WHO PEN” project. At the same time, we will separate the chronic disease intervention in “WHO PEN” project and the national basic public health project, and then find the gap between them.Methods:Qualitative Analysis: investigation is used to collect the relevant information from sampled region of the project; Delphi method is used to establish evaluation index system; descriptive analysis is used to analyze the index of condition, process and output; Quantitative analysis: Using factor analysis is used to analyze the satisfaction of the project managers and staffs; Using cost-effectiveness analysis is used to do the economic evaluation; Using difference analysis is used to analyze the effect of cross between the project and national basic public health.Results:1.Using the Delphi method to establish comprehensive evaluation system, including three first-level indicators: conditions, procedures, results; 11 secondary-level indicators:2.Organization and management, the baseline survey and implementation of project; 41 third-level indicators:equipment,drugs and cost effectiveness analysis; 9forth-level indications: relative factors analysis of hypertension and diabetes mellifluous.3.The project leading group and intervention technical committee is responsible for the specific implementation work of the project; project activities carried out the basic as planned; total of 453600 and no illegal funds to use, but funds allocated in time that advances funds to carry out the project activities in project areas; project developed four times training activities, training personnel 290;risk factor screening 4418 people; health education propaganda 5024 people; project developed 8 patient self-management team and 610 people participate in it.4.Project equipment with good condition before and after intervention, but due to the policy restoration, the drugs with fewer; after intervention, the aware of knowledge about hypertension increased to 78.48%,diabetes increased to 79.85%; risk factor screening found obesity, smoking and so on is associated with increased blood pressure;obesity,smoking and so on is associated with elevated blood sugar; the satisfaction scores of project managers and staff are between 4.25-4.83;factor analysis found that the overall satisfaction is 3.879 and the satisfaction score of funds coordination factor is very low; economic evaluation stage found the cost effect C is better than A.Suggestions:1.Funds should be disbursed in a timely manner;2.Improve the ability of towns and townships of clinical and public health services;3.According to local actual situation to modify the basic drugs directory;4.NCD patients’ self-management group should in the form of video;5.WHO should add funds to design a NCD management information system of “WHO PEN” project; 6.Adding appropriate technologies to the prevention and control of “WHO PEN” project.
