Effective performance evaluation system is not mature in the current public hospitals in our country till now, which is one of the decisive factors of the low level of the operational efficiency. With the rapid development of the current social information technology, in order to gain advantage in the competition and keep pace with the society, the hospital shall make improvements on the competition environment and management mode, aiming to meet the requirements of patients and provide better service. However, the inadaptability of the existed performance management system in the management and competition has become increasingly prominent. The performance management system now is willing to evaluate the hospital from the perspective of performance and build up a system which can reflect the social benefits and operating conditions. Therefore, based on the scientific and practical perspective, to set up the evaluation index system of the hospitals’ performance is the need of the objective evaluation of the hospital’s overall performance level, and is the need of keeping a healthy and stable development of the hospital. In this way, to establish hospital performance management system is full of significance.This essay introduces the connotation of performance management, analyzes the performance management status of domestic and foreign hospitals, and compares the three main methods of performance management, as well as makes analysis of the human resource and performance management status and defects of H Hospital. Then, the author redesigns the strategy map of H Hospital, using the Balanced Scorecard as a performance management method to formulate the implementation plan of performance management. Based on four aspects, the author selects different performance evaluation indexes to set up the performance evaluation index which suits for H Hospital and determines the proportion of each index. Getting performance feedback through performance appraisal, the hospital formulates incentive measures and achieves the purpose of the appraisal, which enables the hospital to realize the balance between the social and economic benefits.This essay promotes the standardization of the performance management and the operating efficiency of H Hospital. The conclusion of the essay provides reference for the improvement of the performance management of the medical institutions with similar backgrounds. Building up the performance management system by taking the Balanced Scorecard as the basis, the author evaluates the performance of the hospital through four dimensions known as the patients, finance, internal processes and learning and growth, which makes the hospital be in dominant positon during competitions and gain new breakthroughs.
