| Objective To analyze the developed and applied status of BSL-2 laboratory of prefecture-level cities CDC in China, investigating the reasons that relative works haven’t been done and present suggestions and countermeasures.Methods From January to October in 2014, using own-designed questionnaire“Development of National people health related laboratory bio-security ability investigate”,through China CDC epidemiologic dynamic data collected platform to investigated 333 over nationwide prefecture-level cities’ CDC, and collected 297 valid questionnaires, efficiency id89.2%.Employed proportion to describe the development and application of BSL-2; employed chi-square test to compare the stuff constitution, organization management and equipments applied status in different area BSL-2.Results In 297 efficiency investigated units, the BSL-2 build-up rate was 97.6%(290/297),and eastern area was 100.0%, middle area was 98.8%(84/85), western area was 95.1%(116/122), northeastern area was 100.0%(28/28) respectively. 3009 stuffs in these BSL-2s and the proportion was 10.0% in whole stuffs on guard in nationwide CDC. The proportion of laboratory personnel proportion was lower than 10.0% in eastern area, middle area, western area, northeastern area was 47.6%(29/61), 72.4%(55/76), 39.6%(44/111), 55.5%(11/28) respectively. BSL-2 laboratory equipments aspect, ordinary pressure laboratories were 32.4%(94/290), negative pressure laboratories were 10.7%(31/290),both ordinary and negative pressure laboratories were 56.6%(164/290). Laboratories that putted on records were 83.4%(242/290). In these laboratories, armed with Biosafety cabinet were 100.0% and57.6% were detected regularly. Equipped rate of pressure steam sterilizer was 100.0% and72.4% laboratories detected them regularly.The using rate of respiratory protectiveequipment,protective equipment,protective equipment and hand skin protective equipment of CDC were 96.2%(279/290),96.2%(279/290),97.6%(283/290) and99.7%(289/290).Organizational management:The CDC who established the management of laboratory biosafety department was accounted for 95.2%(276/290), who established the biosafety committee accounted for 94.1%(273/290).The CDC who organized the special training was accounted for 87.9%(255/290).CDC which developed the rules relating laboratory biosafety management was accounted for 87.6%(254/290), the establishment of risk assessment for disease control and prevention institutions accounted for 62.1%(180/290).BSL-2 after the record of CDC laboratory,a total of 242(83.4%), management manual, program files, safety manual, work instruction and record form CDC ratio was 89.7%(260/290), 90.3%(262/290), 82.4%(239/290),94.5%(274/290) and 97.2%(282/290). Cause analysis: not the assessment report of the reason according to the survey, the lack of personnel as the main reason, 56.4%(62/110),don’t know the proportion of the relevant requirements,lack of funds was 39.1%(43/110), 32.7%(36/110).Conclusion The build-up rate of CDC BSL-2 laboratory was high and laboratory personnel was kind of sufficient and laboratory personnel rate was in 5.0%-10.0% in the stuff on guard.Countrywide 290 Prefecture-level city CDC laboratories had well equipment equipped status.The equipped rate of Biosafety cabinet,pressure steam sterilizer, infectious material transport packaging materials, personal protective equipment were higher than 80.0%.Established rate of laboratory biosafety management department, biosafety committee was high,and organized biosafety train rate was high as well.For waste disposal are more importance and Arrange for a person responsible for waste collection, transportation, storage and management. The proportion of institutional arrangements and medical waste dealing cartridge were high. Units that prepared risk assessment report had lower proportion and prepared biological safety management manual, procedures, work instructions and record forms had higher proportion. |
