Along with the great building of the harmonious society,under the people-centered thinking`s guidance, protection of public health, disease prevention and control of growing ,more health expenses Has been investing, public health agencies to expand the number and size gradually, at the same time, with the expansion of the scope of medical services and medical research levels gradually in-depth, continue to occur in laboratory bio-safety incidents, all this highlight the growing prominence of laboratory bio-safety issues. Therefore,implementation of pathogenic microorganisms laboratory building and strengthening laboratory bio-safety management, protect the lives of laboratory staff, laboratory bio-safety to prevent accidents, has gradually become a top-down national health administrative departments at all levels and related laboratory daily work of all parties is an important component.Based on comprehensive understanding of the development of domestic and foreign bio-safety profile, reference to relevant standards and national biosafety laws and regulations , in-depth analysis of the biological safety investigation report in some provinces and cities, the Chongqing 2 biosafety laboratory investigations Status , and closely around the basic concepts of laboratory bio-safety, we presented on 2 biosafety laboratory evaluation of a series of elements, established a two three-level biosafety laboratory evaluation index system through selecting some two bio-safety laboratories for our study, by using modern management science methods, such as, literature research method, Delphi method, the analytic hierarchy process(AHP),and so on. After authoritative analyzed to 20 laboratory bio-safety experts, we selected the top ten of them conducted two rounds of consultation and questionnaire survey of biological safety, and the bio-safety index were screened and cleared, We established a scientific and rational secondary biological safety evaluation system through statistical analyzing and determining the weight of each index. Some typical secondary biological safety laboratory in Chongqing were selected and verified by using the established biosafety evaluation indicator system. We found the evaluation results can reflect the true of security situation of the evaluated laboratory, identify the gap between laboratory and analysis of the weak links in this laboratory. The study results show that the bio-safety evaluation indicator system is feasibility and operability, and can be used to provide an objective basis of scientific assessment for higher authorities to assessment laboratory, the lab manager found the weak link on Biosafety and to adjust the biosafety focus. Furthermore, the established system can Provide a useful reference for further promote the two biosafety laboratory health, sustainable and stable development through proposing a solution to against the existing problems and reasons.
