The author has a preliminary discussion about China’s pharmaceutical service fee mode on the basis of analysis of countries’ pharmaceutical service fee mode.According to the definition proposed by the Ministry of Health, pharmaceutical service fees refer to charge fees by the medical institution in the process of providing medical services. It is mainly used to compensate the reasonable cost when providing prescription drug. The calculation of pharmaceutical service fees based on labor value of providing medical service by medical staff, but it is not directly linked with price of sold medicines. The background for setting up pharmaceutical service fee is cancellation of drugs addition policy. Its starting point is to cut off economic interest relations between medical institute and drug sales for mitigating patients’ burden, promoting separation between medicine and drug, improving compensation mechanism of public hospital, and promoting the development of the pharmaceutical industry.The connotation of the pharmaceutical service fee as follows:first is prescription fee that is the physician provides scientific, reasonable regimen based on their own professional knowledge and clinical experience for payment and it is the compensation for physician intelligence and fruits of labor; second is pharmacist professional fee, i.e. pharmacy staff provides patients with pharmaceutical affairs consulting, therapeutic drug monitoring, prescription review, disease archives management, medication and education and so on; third is medicine management fee, including fees for purchase, storage, allocating and management, the pharmaceutical service fee cost in process of providing service, including fees in guarantying the safety, effective of drugs and economical, convenient, timely usage of relative drugs, drug research and development, manufacturing, purchasing, storage, marketing, transportation, trade agency, service and usage, i.e. pharmaceutical service fee refers to fee charged from drug research to final reasonable usage. It can be regarded as broad pharmaceutical service fee.Pharmaceutical service fee has been given a great historic mission in the new medical reform; the CPC Central Committee and State Council hope to solve the difficulty of expensive medical treatment problem by adding pharmaceutical service fee, changing compensation mechanism of public hospital, straightening out pricing mechanism. In view of current situations that medical compensation model of covering hospital expenses with medicine revenue is not possible to cancel in a short time, the level of pharmaceutical services is still in its infancy and patients have low willingness to pay for pharmaceutical service, the implementation of pharmaceutical service policy follows the following principles: first, the charging method of pharmaceutical service fee should be simple and easy; second, the ratio of pharmaceutical service fee should be significantly lower than the current ratio of drug price addition and the cost of pharmaceutical service; Third, the actual object of pharmaceutical service fee should be health insurance agencies; Fourth, pharmaceutical service fee should follow the principle of charging low rates. The specific ways to charge fees should be charged by patients and prescription.Pharmaceutical service fee not only reflects the value of doctors’skills, but also shoulders the responsibility of solving the problems of seeing a doctor expensively, but also makes up for losses of revenue that caused by the policy of canceling drug addition.
