The Study Of The Township Health Centers In Guangxi Province

Objective: Township health centers are the important chain of health care system in rural area of china, which play a connecting role in the work of health services in rural areas accounted for the dominant position. The township health centers service level and operational efficiency is essential for the rural health care system, which contains disease prevention, health care, primary medical services and birth control. In recent years, the CPC Central Committee and State Council and local governments enhanced the input of the construction of township hospitals. The article aims at research is about the analysis of status about township health centers in Guangxi Province, including basic situation, service ability of medical service, and the factor analysis about the efficiency of health care.Methods: We choose all the 1267 health centers in Guangxi Province for this study, including 271 town health centers and 996 township health centers. We try to analyze the human resources, the basic equipment, the infrastructure, and the finance information of them in 2007. Then we can evaluate the medical service ability and utilization ability of medical service, and the factor analysis about the efficiency of the health care of township health centers. Base on the researches, we wanted to give our suggestion to the government to solve the current problem in the township health centers in Guangxi Province.Results: The end of 2007, Guangxi has a total of 1,267 township hospitals, of which: 271 Center Hospital, 21.29% of the total number, 996 general hospitals, and 78.71% of the total number of the region. The 1162 townships cover 44,820,300 people. There are27, 206 Plan beds, and 29,202 beds, beds per thousand the number of agricultural population is 0.65, the average number of beds in each house of 22.94, higher than the national average. Health education and technical personnel structure, title structure is irrational, senior personnel, the lack of full-time medical technicians; a license to practice a higher proportion of staff, amounting to 29.22%. Data show that central hospitals in infrastructure, basic equipment configuration, the structure of education, job title structure are superior to general hospitals. The south coast, Tung township hospitals in the construction of economic zones in all aspects of indicators is generally higher than Guangxi economic zone. Results showed: the basic equipment of township hospitals have a volume of space the size of business, health and technical personnel with the skill level of the emergency door trips, hospital trips, business income have a strong correlation.Conclusion:The status of Guangxi township health centers have been improved much in resent years, because of the increasing input from the government. But it still hasn't totally changed the weakness in township health centers, like the lack of professional doctors and nurses, good equipment and enough funds and so on. The supply and utilization ability of medical service has an uneven development in Guangxi different areas and tow type health centers, and it also below the country's average level and the western area's average level. The most important factors of health care efficiency were the health technician's numbers, senior personnel numbers, and the numbers of equipments. The local government has the duty to macroeconomic regulation and control; bring up more rural health technicians. We would establish the local health human resource planning; strengthen on-the-job training; make clear the responsibility of government-led; and improve the compensatory system of township health centers; improve efficiency in the use of funds. Increase input in northwest Guangxi region and township health hospitals; give preferential policies to the township health hospital, thus we could achieve the ability of medical service balance of Guangxi regions and tow type township health hospitals.
