Research On Interactive Relationship Between Rural Residents’s Medical Demands And Designated Medical Institutions

The issue about medical reforming was focused on and discussed in the party’s congress and government work conference many times, there are many achievements of medical security,meanwhile,has been exposed many problems. Such as cost of medical security remains huge; excessive medical continue to stimulate demand; NCMS’is difficult of the sustainable development. The old cooperative medical system has benefited most peasants, building a new system in our country and medical reform has let peasants enjoy such preferential, but after the defect of the system is exposed, medical reform thought is wrong, farmers’satisfaction is not high. Study the running mechanism of the medical,perhaps can explore the root of seeing doctor hard, research rural residents medical demand could guide medical supplier reasonable allocate medical resources, but when combined the researches, we can get them unbalanced development, there are adverse interactions and has produced serious consequences. So continuing to study the NCMS has important theoretical significance and practical significance, especially for improving the interaction between supply and demand both sides has more realistic significance.This paper used method of combining theory and practice as the main method, also includes network resources retrieval, consult the relevant literatures in library, statistics, induction and analysis, interpretation of government documents, random access, the overall train of thought is based on real case fuse, cause to think, then explore and solve. The main details are as follows.Firstly, medical demand analysis, this part from the present situation of medical demands and influence factors of medical demands analysis.three-level medical network resources at the base of low utilization rate affected by the system inside and outside, the low level of family income, imbalance of population structure, which results in the decrease of the farmer’s willingness to pay medical treatment demand and rising health care costsSecondly, behavior of designated medical institutions analysis, this part firstly enumerates the current behavior of Chinese designated medical institutions,highlights the anomie behavior, and then summarizes the impact factors in the operation of the system, from supply and demand (farmer, government and medical institution) to write.Thirdly, designated medical institutions and medical demand analysis, this chapter through the analysis of the impact and consequences to know it is a bad relationship. Farmers in order to obtain a higher proportion of reimbursement, may go beyond their own economic ability and increase medical costs paid, part of the designated medical institutions may do "medicine for the medical, excessive medical treatment" to expand their scale and improve the medical institutions of the hardware and software.Fourthly, the suggestion of improving interactive relationship of the medical demand and designated medical institutions, this chapter from the perfection of regulation, specific implementation measures are put forward. Such as build stable overall supervision mechanism; rectify the medical service market to regulate medical behavior; improve the level of medical services;effectively raise the benefit coverage and benefit levels.In this paper there are some characteristics and innovations, a lot of studies about medical insurance in our country are about the NCMS, separating the medical demand and the medical institution as the research object, from the interaction of behavior of medical institutions and medical demand are very few, most of their conclusions is inhibit or stimulate the increase of farmers’ medical demand on one-sided or to strengthen the supervision of the designated medical institutions.Thus, this paper from a special perspective to give countermeasure to farmers and monitor the designated medical institutions,effectively control the excessive expansion of the medical expenses, track of the implementation of the performance timely.
