【Objective】 This study is aiming to learn and analyze the status of DaqingOilfield General Hospital Group Community Health Services’ Human Resources(hereinafter referred to as Community Health Services Human Resources) and theservices provided by it, and analyze the human resource configuration and the serviceitself, to find out the reasonable configuration and the optimization plan.【Methods】Take the health workers, managers, workers and service and otherpersonnel of Daqing Oil Field General Hospital Group’s jurisdiction of51communityhealth service centers between2011and2013(stations) for example of the survey.Descriptive analysis of community health workers and health institutionscircumstances of age, education, job title, preparation, training conditions andcommunity health services and other area residents.【Results】The number of community health service area’s population is about430thousand, the number of people aged over65districts showed a rising trend,between2011and2013in the community under the jurisdiction of the GeneralHospital Group number of doctors per thousand people were0.75,0.71,0.74, whichshows basically steady; group health care community’s doctor/nurse ratio were0.95,0.93,0.93, which is also stable, but is far from reasonable doctor/nurse ration;health human resources management staff of the constituent ratio was10.6%,10.7%,9.5%;2011graduate and undergraduate accounting for health technicians constituentratio were0.4%and36.8%, while in2012and2013the proportion of these two are 1.0%and39.9%,1.3%and44.4%; In2011senior and deputy senior accounted0.0%and1.2%, respectively, in2012senior vice advanced0.1%and1.6%, respectively, in2013senior vice advanced0.5%and1.6%. Between2011and2013, in healthworkers, the proportion of physicians under25were5.5%,8.9%,9.7%, the proportionof25-34years were28%,36.3%,47.8%, in which shows an increasing trend. Healthrecords filing rate in2011and2013, respectively, reached89.8%,95.1%and95.4%;hypertension management rate reached76.5%,75.5%and60.7%; patients withdiabetes management rate reached77.6percent, respectively,77.7%and70.4%;severe mental illness management rate reached88.1%,95.4%and93.7%.【Conclusions】 The total amount of human resource is inadequate; thedoctor/nurse ration is not reasonable. The structure of the technical personnel isimbalance; the ratio of management staff is over reasonable rate. The education levelis above the average of the nationwide figure. Titles constitute of workforce isimbalance, lack of senior medical personnel. Community health care personnel’s workload is overload, will have negative effect on the quality of the service.
