Research On Sustainable Development Strategy Of Rural Community Health Services In Dagang District

The community health services have been formed a kind of network which is in line with regional situation, possessing rational function and convenient for the masses after over ten years' development since they have been carried out in Tianjin Dagang District. Based on this, the rural community health services have been installed since 2008 in Dagang. The services not only improve the fairness and availability of public health service,but also play an important role in satisfying the health need and medical treatment of urban and rural residents. But with the continual development of rural community health services, more and more deep level problems arise in the operation of such services, which limit the sustainable development of community health services.Taking 5 rural community health service centers of Dagang as the research objects, the author will carry out spot investigation,including the basic situation of community health service centers,HR configuration,the financial operation and service delivery, utilization and the response of residents. Through comprehensive analysis and comparative study on the present operative situation of rural community health service organizations,the author intends to explore the operational rules of rural community health service organizations, and find out the key factors which limit the development of rural community health services, and analyse the reason and put forward strategies and suggestions for promoting sustainable development of rural community health services, and provide scientific basis for the government in its policy making for promoting rural community health services.This article takes the methods of questionnaires,staticstical analysis and literature analysis, adopting SWOT analysis method and gets a clear view of the inner strengths and weaknesses, outside opportunities and threats of rural community health services organizations. And the conclusion is the shortage of community health qualification of practitioners is the bottleneck system which limits the development of community health services, while the raise of technical proficiency and lowering medical cost is the direction toward which rural community health service organizations should make their effort. We should further perfect the compensative system of community health services,improve the service of community health,promote the further application of community health services, strengthen the effective operation of inner structure of community health services organs to ensure the sustainable development of community health service.
