With the rapid growth of society and consistent innovation in medical technology, the medical care industry gains a long-term growth, while the medical care expense is continually on the rise. The rising cost of medical care not only inflicts a heavy economic burden on the patients but also constraints the improvement of people’s health levels. Subsequently, a series of problems concerning the economics and livelihood are incurred. In China, there are many reasons for the difficulty and high cost in getting medical service. One of the most important reasons is that the doctor adopts the over-treatment during the diagnosis and treatment for the patients.In the process of the patient getting medical care service, the medical care personnel undertake the over-treatment. On one hand, it aggravates the unnecessary economic burden on the patients. On the other hand, the disgraceful behavior of medical care personnel harms the reputation of the medical care industry and exerts the negative influence on the harmony between the patient and the medical care personnel and the sound growth of the medical care industry. The prevention of over-treatment is a worldwide concern. Resolving the over-treatment problem is a long-term task. The continuous instruction for the daily norm is needed for both doctors and the hospital in order to fundamentally change the mindset and cultivate the moral atmosphere beneficial for the health-care service, which can help to eliminate the over-treatment at the source.Apart from the introduction and the conclusion, we analyze and investigate the over-treatment from the ethic perspective in three aspects. The first part is mainly an overview of the over-treatment and elaboration of the concept and the clinical manifestation as well as the harmful effects of the over-treatment. The second part is the analysis of the reasons for the over-treatment from the ethic scope. The main reason is that the unfair right between the patient and the medical care personnel, the dislocation of the value of the medical care personnel, the lack of the sense of responsibility of the medical care organization as well as the over consumption tendency of the party in need of medical care. The third part is the put-forward of the prevention of the over-treatment in the aspect of emphasizing the ethical regulations on healthcare organization, the improvement of the self-discipline of the doctors, the enhancement of the morality of the party in need of medical care and promotion of the sense of the responsibility of the medical care insurance organization. We seek to reduce or eliminate the over-treatment in offering the medical care service in the ethic view to uphold the legitimate rights of the patients.
