Objective: To establish a scientific, objective, comprehensive and quantitative combined with qualitative evaluation system for continuing medical education management conform to grade A tertiary hospitals in Urumqi at the present stage. Methods: In this study, there were three rounds of questionnaires consults for 20 experts from different fields by the Delphi method and the Analytic hierarchy process(15 effective questionnaires), then according to experts’ advice to screen and to determine the indicators of the evaluation system of the continuing medical education management of grade A tertiary hospitals in Urumqi, as well as the weight and connotation. Tested the logical consistency. Results: The effective recovery rate of three rounds of questionnaires had all reached more than 95 percent, the coefficient of authority from experts on the evaluation index was above 0.90, while the single(total) consistency test of index system met the requirements of the logical consistency, which indicated the weight of all levels of indexes were scientific and objective. Finally, established 5 first-class indexes and 25 second-class indexes, which formed the evaluation system of the continuing medical education management of grade A tertiary hospitals in Urumqi. Conclusion: The training quality of continuing medical education personnel, the teaching level of the receiving department and the level of continuing medical education administrator for effective assessment, not only can improve the quality of continuing medical education personnel, but also can improve the teaching level of the receiving department, as well as the management level of hospitals for further education. At present, the domestic has no unified continuing medical education management appraisal system, and because of the special religious belief of Xinjiang, it is a problem to the mainland hospital for continuing medical education with eating habits and higher costs, therefore, to construct and study the continuing medical education management evaluation system in Xinjiang has more realistic significance.
