BackgroundIn the process of exploring the urban and rural medical pooling institution development of the medical insurance, how to set up the medical insurance standard that enables the insured people to accept and gain health rights and interests from the medical insurance is of vital importance.Thus,the residents’ willingness to pay of the medical insurance in Gaoqing area is of the reference for the improvement and development of medical insurance in this area,and by reasonable guiding to affecting factors of pay willingness also can improve the residents’ initiative in participate and recognition of medical insurance.ObjectivesThe purpose of the research is to understand the willingness to pay for medical insurance of the urban and rural residents in Gaoqing, meanwhile, to analyze what the factors that may influence their willingness to pay in order to improve their willingness.,and improve the residents’ initiative in participate.MethodsCluster random sampling is used for this research:According to the requirement, the investigation is carried out in the 3 counties and 3 streets randomly in Gaoqing county, Zibo city, with the extraction of 70 urban households in each community and 70 rural households in each county. There are 396 families accepted this research.As a family unit,1339 personal questionnaires are provided, the questionnaire valid recovery rate is 100%. Among them, the part of the willingness to pay is answered by adults over the age of 18 and filled out by themselves. Thus, this paper is going to pick up 487 samples in this part for analysis. Statistical description is conducted on the parts of demographic background information, state of health, cognition of medical treatment insurance and willingness to pay in the 487 samples. Usinng contingent valuation method to test residents’willingness to pay.Epidata3.0 is used to build a database and the software SPSS20.0 is used for statistical analysis. In single factor analysis, t-test is used for the independent variable of dichotomy for comparison to find out if there is any statistically significant between the means in each group. Variance analysis is used for the independent variable of multi-classification for comparison to find out if there is any statistically significant between the groups. For the continuous variable, Pearson correlation is used to analyze that if there is any correlation between willingness to pay and it. Multiple-factor analysis is conducted respectively on two kinds of medical insurance and willing to pay by using multiple linear regression after the division of value level for classified variable.Main results:1 For most of the interviewees of Grade of 100 medical insurance, the payment standard of 100 Yuan is perfectly acceptable and their willingness to pay is 393.71± 323.372 Yuan in total. For the interviewees of Grade of 200 medical insurance, about 16.4% of them hold a willingness to pay of less than 200 Yuan. Generally speaking, the willingness to pay of Grade of 200 medical insurance is 544.13±540.766 Yuan.2 (1) For the Grade of 100 medical insurance, the result of single factor analysis shows that the influence factors are four such as marital status, village cadres propaganda, degree of importance of medical insurance and risk attitude.While the result of multiple-factor analysis shows that the factor influencing residents’ willingness to pay is marital status. The result indicates that the willingness to pay of the unmarried is the lowest, followed by the married while the widowed have the highest willingness to pay.(2) For the Grade of 200 medical insurance, the result of single factor analysis shows that the influence factors are eight such as marital status, whether ever enjoyed medical insurance reimbursement, degree of importance of medical insurance, village cadres propaganda, risk attitude, age, per capita income and place of residence (village or town).While the result of multiple-factor analysis shows that the factor influencing residents’willingness to pay are marital status, service condition of medical insurance, the cognition of degree of importance of medical insurance, village cadres or community workers’ mobilization and propaganda for medical insurance and place of residence. As the same as the willingness to pay of Grade of 100, the willingness to pay of the unmarried is the lowest, while the widowed have the highest willingness to pay; besides, those interviewees who have enjoyed medical insurance reimbursement have higher willingness to pay than those never have; the ones who think that the medical insurance does not metter at all hold the lowest willingness to pay, followed by those who think its important degree is general, and yet those who think that medical insurance is very important have the highest willingness to pay. After the village cadres or community work personnels’mobilization, the willingness to pay of the interviewees who are willing to participate in medical insurance is higher than the one of those who are still not willing to participate in medical insurance; lastly, the willingness to pay of residents in town is higher than that of residents in village.Countermeasures and suggestionsAdjust the medical insurance payment limit according to the local actual pay levels, improve medical insurance treatment;Build family archives,grasp the actul demands of residents; Promote local economic development, improve residents’ disposable income;Increase the medical insurance propaganda, improve the residents’ recognition of urban and rural medical pooling institution.
