Background:The development of human health requires the health financing system to keep the pace with the times, to adapt to the rapid changing of social development, to keep up with the level of development of the country, to meet the needs of changing different levels of service; whether health institutions are developing or in decline, as well as social factors, require us to honestly assess their strategies, identify problem, develop new plans, address the problem. This is an ongoing learning process, according to the practical realities of the system feedback, re-evaluated and adjusted continuously. To some extent, unfair health financing and irrational allocation of resources hindered the sustainable development of health services, which is reflected in the country particularly prominent. Therefore, improving fairness of health financing and equitable allocation of health resources and enhancing the efficiency of health resource allocation have become the most important issue concerns about China’s health reform.Objective:Choosing the region of Guangxi as the object to study in this paper, on the basis of health financing and resource allocation efficiency analysis of the basic situation in Guangxi, evaluate comprehensively the fairness of the region’s health financing and resource allocation comprehensive evaluation, then reveal the current situation of health financing and resources configuration in Guangxi, so as to provide a reference for improving financing fairness, optimizing allocation of health resources and enhancing the efficiency of health resources, making the development plan of regional health; as a result, to promote healthy and sustainable development of medical and health services of Guangxi.Methods:In this paper, using the main application Excel2007 and Spss16.0, combined with 2007-2012 total health expenditure data of Guangxi and adopting basic descriptive method to analyze the basic information of health financing and resource allocation of Guangxi; using Lorenz curves and Gini coefficient to analyze the fairness of health financing and resources allocation; conducting a horizontal comprehensive comparison and evaluation on efficiency of resource allocation around the whole region of Guangxi.Results:The usage of total health expenditure on efficiency, fairness and effects in Guangxi has some defects, also allocation of health funds is not quite reasonable. Particularly in five aspects:total health expenditure is on rapid growth, but the proportion of government expenditure on health is deficiency; residents’health expenditure burden is still too much; community health costs does not play its role yet; in the total amount of the lack of health resources and the imbalance in allocation of resources between urban and rural areas. The main causes of health financing and equity distribution issues in Guangxi are as follow:a single path of health care financing, the distortions incentives like "drug-maintaining-medicine", as well as urban and rural areas of the three basic medical insurance system is not uniform, large gap on financing level in different medical insurance system, in big differences about the compensation and medical treatment, the imperfection on both urban and rural medical security system.Conclusions:To improve overall performance of the total health cost in Guangxi, start with the following aspects at least:first, give full play to the functions of government, establish a fair and reasonable health financing mechanism; second, adhere to the public nature of health services, strengthen the government’s management in the field of health investment, especially in public health prevention and health care investment; third, to further improve the health care system, to integrate the three health care system, to build a unified, equalization of health service system; fourth, standardize the management of medical institutions to improve the efficiency of medical institutions; fifth, to raise power of social health financing, to encourage and guide social capital to establish medical institutions, to promote positive competition in health care markets; sixth, strengthen the health system reform and build a "results-oriented" health system.
