In recent years, with the economic and social development and the improvement of the living standard of the population, the basic material life of people can be met, so the demand of environmental quality is becoming higher. Under the background of rapid industrialization, the urban and regional environmental pollution problem is getting worse in our country, especially the high frequency of haze events obtain widespread concern in the community and academic. How to reduce the haze, which is a great challenges to socio-economic, governmental capacity and residents’ awareness. Study the resident’s willingness to pay (WTP) for haze governance and understand their value preferences for air quality improvement, for the government’s work to promote the improvement of the atmosphere and the haze governance is necessary.We make this investigation to analyze the residents’ cognition and behavior status for haze weather in shandong province as well as the ability and willingness to pay (WTP) for haze governance. The main objective is to analyze the residents’ willingness to pay (WTP) for haze governance and to explore the influence factors of it in shandong province, to make political suggestions for government’s decision. We implemented this study with combination of stratified random sampling and non probability sampling method in Jinan city, Yantai city, Zibo city and Linyi city. We inquired 1033 people and got 1006 questionnaires available. Used CVM method to analyze the resident’s willingness to pay (WTP) for haze governance.The major findings of the study are as follows: ①Status of willingness-to-pay:Among the 1006 people, there are 476 people (47.3%) have willingness-to-pay for haze governance, of which the average line of willingness-to-pay is 91.05 yuan/month, and others said they don’t want to do so; the residents’averages WTP for haze governance of Jinan, Yantai, Zibo, Linyi were separately 72.12 yuan/month,95.8 yuan/month,84.3 yuan/month,104.64 yuan/month.(2)Factors influence people’s WTP:From the angle of people whether they have WTP for haze governance, the result of single-factor analysis show that the statistically significant factors are as follows:age, cultural degree, marital status, occupation, living city, self-evaluation of health, the objective concern and understanding of haze weather, confidence and satisfaction in the government work. But themultiple-factors analysis show the marked factors are:age, education, occupation, income, living city, the living environment, the objective concern and understanding of haze weather, confidence and satisfaction in the government work.③Factors Influence people’s WTP cash amount:from the cash amount of residents’WTP for haze governance, the result of single-factor analysis show that the statistically significant factors are:age, cultural degree, marital status, occupation, income, living environment, subjective perception of haze weather, the objective concern and understanding of haze weather, confidence and satisfaction in the government work. But the multiple-factors analysis show that the main influencing factors are:age, cultural degree, marital status, income, subjective perception of haze weather, the objective concern and understanding of haze weather.Conclusion:At present, a majority of theresidentsinShandong provincehave sufficientabilitytopay as well as WTP to a certain extent to afford haze governance. Economic condition is still the main factor influencing the willingness to pay for haze governance, but it is not the only one. From the angle of reason that people don’t want to pay, the main reason is that it should be paid by the government, the environmental awareness of residents is too low, Therefore, it is possibletopromotethe transformation from ATP to WTPfor haze governance if we try our best to strengthen the education and enhance the awareness of residents.Policy implicationsfrom this study are as follows:①Increasing the income of residents, arouse the enthusiasm of residents to participate in environmental protection work;②Strengthen the environmental education of Residents, improve residents’ environmental awareness;③Upgrade the service efficiency of government and increases the transparency of government work;④Early preparation, early response, target effective policy and measures.
