Since the fight against SARS in2003, the building of emergency response system of public health in China gains leap development because of the strong support of Chinese government and all society. From the year2003till now, Shanghai has experienced two phases of3-year strengthening public health system building (2003-2005,2007-2009), and now enters a new phase in which the city public health system will be improved, the ability emergency response will be enhanced and the people and city will be secured. Since2008, accompanied by the hold of big events like Olympic game and world Expo2010, the public health security of large conference and exhibition is attached more and more importance to. As the site of Expo and part of Olympic game site, Shanghai increased the investment in public health security of big events, thus emphasizing the importance of emergency response after the successful fight against SARS.The research focuses on the emergency response of one central district of Shanghai between2008and2010and the investment of which is analyzed. By the method of Delphi, the author establish the evaluating system for output of emergency response capability with the indicators from the related evaluating indicators in CDC performance appraisal to evaluate the investment and output and performance of the emergency response between2008and2010. Combined with the interview survey of the fund support of emergency response to the management, the cognitive level of the emergency response ability is investigated among the3-level echelon of emergency response after the2phases of public health system building and Expo security control, reflects the building of response to emergent events of public health in this central district in all aspects to provide basis to further building of emergency response of public health.The concept of implicit cost is introduced in the research. Combined with the implicit cost, the fund invested in the emergency response of one central district of shanghai during2008-2010shows a trend of increasing. The measure of value, which is established with the performance appraisal indicators of disease prevention and control, shows momentum of steady increasing. Meanwhile, the association analysis of the ratio of the average staff cost and quality from2009to2010also verifies the relationship of investment and output of emergency response. The survey and interview to the echelon of emergency response of CDC in one central district of shanghai provide further understanding of the way related persons think about the ability of emergency response in the central district.According to the research, the main problem in the investment and output and performance of emergency response in one central district of Shanghai include: the investment increases yet still not enough, and the investment should be allocated both on material preparation and the ability of emergency response team; the output keeps steadily rising and shows that marginal effect decreasing occurs after certain step of the system building,but advancement is still needed given the position of this district; the cognition to the emergency response system of the response team conforms to the expectation of public health constructive system but the importance of public health still needs to be emphasized.
