Medical care reform for the sick is important for building harmonious society. The problems of medical care facing and the reform are the problems to be solved urgently, for harmonious society. The illness-caused poverty has deeply influenced the construction of the harmonious society. Martin Luther King said,"Of the forms of inequality, injustice of health care is the most shocking and inhumane." With great attention to the medical care construction by our nation and Chinese Communist medical reform of our country has shown progressive development. It has got significant achievements on the aspects of universal basic medical care construction which based on the trial of some districts, the perfecting on the essential medicine institution and the public hospital reform. But many problems still exist in the medical care reform. To solve the difficulty of expensive medical treatment is the method to promote the medical care reform. Health care reform is a difficult problem not only in China but also in the world. Every country has its own patterns and characteristics.Thus it is of great practical significance to ensure publicity and fairness of health care in our country, to solve the problem of " proper health care is difficult to get&proper health care is expensive "and to explore the Health care reform mode which accords with the situation of China for building a harmonious society and realizing the well-off target.From the angle of the government and medical institution, the paper analyzes the problems of the basic medical and health institutions, the health service demand., the medical resource, the medical insurance system, the over-treatment and high medicine price, the reason for difficult to receive medical treatment and the expensive medical service. On summarizing and highly appreciating the significant achievements of the medical care reform in recent years, the paper gives several countermeasures for the existing problems:Making the basic medical care and non-basic one in the way of classified guidance and cooperation, adjusting the health resource allocation and perfecting the medical service system. Quickly creating the classical treatment regimes and promoting the dual referral mechanism. Making laws and regulations and establishing and perfecting the medical insurance system. It should increase the investments of the medical health and the medical personnel. It will also establish a national system for basic drug and fully restore in medical services, and the production and marketing of medicines.
