Establishment of a national basic drug system which is a important livelihoodinitiatives of protecting the legitimate interests of medication for the masses in our county.Since the implementation of the reforms in medical and health system in2009, Zhanjiangachieved initial success in basic drug system and comprehensive reform of primary healthcare institutions. With the full implementation of the basic drug system in the128government-run primary health care institutions, in the next stage, how to let the basic drugsystem successfully be extended to the village health stations, is not only one of thepriorities in medical and health system work in in Zhanjiang’s “Twelfth Five-Year Plan”period, but also a necessary practice of improving the non-equalization conditions of urbanand rural health services in Zhanjiang. The medical and health system reform of Zhanjianghas been at the forefront in Guangdong Province, in particular, as the "Zhanjiang mode"system of the basic medical insurance system reform, has been highly recognized by ourcountry and many provinces. However, for the construction of the basic drug system,village health stations are still difficulties of the medical and health system reform inZhanjiang. Therefore, a comprehensive study of the strategies for basic drug system inZhanjiang’s village health stations has actively theoretical and practical significance.This paper based on the current situation of basic drug system in Zhanjiang’s primaryhealth care institutions, ordering the reform policies of national, provincial and municipalmedical and health system as the background, meanwhile, putting experience andinspiration of carrying out basic drug system reform in the nationwide typical areas of ruralgrassroots into comparison. Through the SWOT analysis for the implementation ofZhanjiang’s village health stations, it can be summarized the favorable conditions andconstraints of essential drug system reform for Zhanjiang’s village health stations.Combining some insider interviews and surveys, so as to get the true and objectivedescription for the problems of basic drug system that it be carried out in Zhanjiang’svillage health stations for the experimental work. On this basis, we can explore the feasiblemeasures of basic drug system in Zhanjiang’s village health stations. After analysis showed that abundant health care resources of Zhanjiang’s villagehealth situations, wealth of experience which are accumulated by grassroots medicalinstitutions for comprehensive reform and all kinds of policies better to be implementedabout village doctors, these make it having the basic conditions and advantages of carryingout basic drug system reform. The support of national policy, a high priority of GuangdongProvince, the urgent need for reform of Zhanjiang, all these create favorable opportunitiesfor carrying out the basic drug system and other related works of Zhanjiang’s village healthsituations. However, Zhanjiang also faces the shortage of the municipal and countyfinancial strength, imperfect compensation mechanism of essential drugs system,underdeveloped situation is difficult to attract talent to Zhanjiang; meanwhile, the villagehealth stations are self-employed and lack of supervision, irrational structure of humanresources, different willingness to participate for the reform, and so on. These problemsalso are the limiting factors of carrying out the basic drug system for Zhanjiang’s villagehealth stations.To solve these problems, relevant suggestions have been proposed in this paper. Weshould actively strive to take a higher level of financial support, constantly improving thecompensation mechanism for village health stations, expansion of medication range forrural grassroots; exploring integrated management of towns and villages for the healthservices, strengthening the service capabilities of hardware for the village health stationsand the personnel training work; consolidating the basic medical insurance system foroutpatient manpower of the countryside and the pension system for village doctors;improving the awareness and trust of essential drug system for rural grassroots.
