| At present, China’s anti-drug situation is very grim. Although the statehas promulgated the "Narcotics Law" and "Drug Regulations," but the actualeffect is not satisfactory. Search to the bottom, detoxification system isimperfect is one of the main reason. Although China has established a "four inone" drug rehabilitation treatment system, namely voluntary drug nominally,community treatment, forced isolation treatment and community rehabilitation,but in practice there are still many imperfections. In this paper, I will give myadvices on the system of Community Drug in Xiamen by reference theadvanced concepts and work system from other countries and regions, andaccording to drug rehabilitation work practice situation in Xiamen. In additionto the introduction and conclusion, this article is divided into the followingfour parts:Part1outlined the community drug treatment and communityrehabilitation, mainly around the basic concepts and theoretical foundation ofthe community drug treatment and community rehabilitation, and thecomparison between the community drug treatment and communityrehabilitation. Through this chapter, we will have a basic understanding of thecommunity drug treatment and community rehabilitationPart2describes the basic situation of community drug treatment andcommunity rehabilitation systems in other countries and regions. Byrecognized how the system works in other countries and regions, so that werealize that the problem of the system in our country currently, and provides us with valuable experience.Part3introduced the operating conditions of community drugrehabilitation system in Xiamen, including basic operation of the system, andthe experience get from the system construct of Xiamen.Part4introduce the existing problems of community drug rehabilitationsystem in Xiamen. Then, analysis the reasons of the problems, lastly providesolutions to solve the problems of community drug rehabilitation system inXiamen by reference the advanced concepts and work system from othercountries and regions and according to drug rehabilitation work practicesituation in Xiamen.The innovation of this paper is, providing a targeted solution for localproblems by fully integrated with the actual situation of Xiamen, and on thebasic of referencing the advanced experience of other countries and regions,so that the discuss become more specifically. |
