In the vast countryside, water resources is not only one of the essential resource they need to live on, but also one of the essential elements of rural economic development. As the increasing processes of population and the development of economic diversification,the issue on safety of drinking water has draw more and more attention of all levels. Our country has take the safety of drinking water as the most important in new rural construction. Under the special geomorphic feature in all the Village of karst, water use efficiency is pretty low because of water infiltration,lack of surface water and uneven seasonal rainfall. And the Water Infrastructure can not be used efficiently as the result of favoring construction over management.For water quality,lacking of safety awareness and confusing of drinking water and domestic water leads to the bacteria growth.Because of all these issues, gaining sufficient safety drinking water has became a serious problem in the development of Karst rural community. For each link of water supply, dinking water is the top priority, the result of it’s protection and management has an important position in the improvement of water use efficiency. Rural water source is quite different from the cities ’. The character which is small,disperse and limitation of serving has directly decided its management and protection mode must be community-based, so building a corresponding mode and carrying it becomes a necessary measure to increase the water use efficiency.Water is one of the basic public resource to maintaining all kinds of livelihood,and the nature of sustainable development of farmers’ livelihoods. Based on promoting the rural economic and ecological harmonious development,building a water resource protection and management mod e thorough analysis of effect of livelihood is a requisite means to guarantee their livelihood and sustainable development of water resources.Based on vast related articles and theoretically guided by Common Pool Resources, Items externality theory and Sustainable livelihood development framework,we make some relevant questionnaire and interview outline to do the field research. And gaining the primary data of economic, humanity and water condition. By analyzing the main component of their livelihood, and evaluate the influence of each livelihood indicator on the whole picture we draw the conclusion that the most important livelihood capital is the using amount of water on its’ development.By analyzing the relationship between using water and livelihood,we come to the conclusion that villagers can bring side effect on the water source by Implement a living behavior such as pesticide residue, household garbage, and animal waste. So we present some detail advise to solve these problems,enhance water utilization efficiency and promote the sustainable development of their livelihood. And summarize the “Three Level” source of drinking water protection and management mode to promote the sustainable development of the rural community economic.During the discussion of creating the mode,we gave some advise about the direction for the protecting and management in rural community source of drinking water on three levels, the government, village committee and the villager. For the government,they need to normalize the management organization of each village and promote the village cadres’ affection on all kinds of livelihood while enhancing propaganda strength for village committee. For village committee they should hold the big picture,lower the risk from the side effect of livelihood,and maintain a connecting link between superior departments and the villagers. As the direct user and the influencer,villagers should be awareness of the importance of management and protection for the source of drinking water, knowing it is their obligation to binding their behavior and fill their livelihood in the system.
