Taking into account the planned base year and other factors, to make planning more operational, This research examine the implementation of this plan in the full application of "3S" technology, we conducted a review of the study area for the investigation of soil erosion in key areas, specifically the status quo distribution of soil erosion in the study area, water and soil loss characteristics, etc., and establish conservation information system. On this basis, the application of the principles and methods of soil and water conservation planning, considering the main functional area planning in Zhejiang Province, Anji county overall planning, land use planning, Anji County, Anji county forestry development plan, Anji County mineral resources planning and other professional planning requirements, application of remote sensing and GIS technology research division Erosion Prevention District. Planning for the distribution and characteristics of key prevention areas, soil and water conservation planning were key layout, and set a goal, accordingly arrangements recent focus on water and soil conservation projects, investment calculations and analysis of the effect.Planning innovative applications of small watershed boundaries to focus on prevention and treatment area for the unit(both township boundary and the village boundary),Planning of soil and water conservation in Anji county demarcated 1 block area of provincial key prevention area, 6 block areas of the county level key soil and water loss prevention area, the area is 783.39 square kilometres. 2 block areas of the county level key governance soil and water areas, the area is 221.83 square kilometres.This programming term goal is reducing the area of soil and water erosion to 82 square kilometres between 2015 and 2030. And short-term goal is reducing the area of soil and water erosion to 48 square kilometres between 2015 and 2020. There are four key projects in the short-term planning, And the short-term planning with a total investment of 87.16 million yuan.Through the benefit analysis, the projects can reduce soil and water loss about 20000 tons every year, produce benefits of water storage about 160000 cubic metre, enhance the anji function of soil and water conservation, improve the ecological environment, have good ecological effect, also it can meet demand with the basic function soil and water conservation which can maintain the ecological and water quality in Anji county.
