Use OIE PVS Tool To Evaluate The Performance Of The Fifth Division VS

PVS TOOL is made out by OIE to evaluate the performance of veterinary services. It intend to promote a variety of resources and the veterinary legal system, improve the level of animal health and public health. PVS tool provides a unified reference system. It is an international standard to evaluate the performance of veterinary services. In "National Veterinary 12 th five years development plan ", demand to improve the performance of veterinary services, improve the operational system, demand to study OIE PVS TOOL, definite responsibilities at various veterinary services, detail the evaluation criteria and promote the veterinary services standardization. About the use of OIE PVS tool to evaluate the provincial veterinary services has done a lot of work, but to evaluate a prefectural veterinary service has not reported.The veterinary services of the fifth divisions of Xinjiang corps endows not only the animal epidemic prevention and animal safety supervision and management, at the same time the Fifth Division is located in the west of Xinjiang, 7 regiments lie in the border, has the second largest port –the Alashankou port. Using OIE PVS TOOL to evaluate the performance of the Fifth Division VS, analyze the evaluation,find out the blocked factors and make out the priority issue to develop. To find the gap and put forward some targeted measures,change the deficiencies in all aspects of the system, mechanism, personnel and system of veterinary services, establish the priority development of veterinary. The evaluation process, innovation and improvement of the fifth division veterinary services, and carry out a comprehensive assessment of Veterinary Corps operation of the system for reference, has a special significance.In the research, the OIE PVS tool has four elements, the evaluation include 37 evaluation indexes,and each index have five evaluation grades. There are 3 indexes fitting the evaluation grade 1, There are 7indexes fitting the evaluation grade 2, There are 24 indexes fitting the evaluation grade 3, There are 3indexes fitting the evaluation grade 4. The research results show that the system can ensure the veterinary division five, carry out the basic veterinary work in human, material and financial resources allocation;the five Division of the system has the basic technical authority and capacity requirements, but the five Division of the capability in entering the market is deficiency; interaction between the five Division veterinary services with interested partner is not in place.
