Rural drinking water safety has crucial relations with the people’sphysical and mental health and normal life. Due to the poor development of ruraleconomy and the restriction of natural and social conditions, the rural drinking watersafety problem is very serious.The problem of the rural drinking water safety raise a great concern of theparamount leader. Since2006,introduced the "National rural drinking water safetyEleventh Five-Year plan ", the construction of various types of centralized drinking waterengineering in rural areas cost more than20million, solving more than200million ruralpopulation safe drinking problem.As the construction of the drinking water safety engineering, the drinking watersafety of country is gradually guaranteed.But as the engineering working, the problem ofthe engineering itself appear. For example,the only attention to the construction but ignorethe management, even some of the engineering without management. So it cause thefacilities idle, money waste and operating expense increase. And sometimes the lowincome of the villager cannot support the engineering operating. Because of the reasonsabove, to meet the operational need, have supervision and improve the quality of theengineering it is important to have a timely and effective evaluation for rural drinkingwater safety engineering.The study use analytic hierarchy process to determine the index weight,then combinewith fuzzy comprehensive evaluation to build the model of rural drinking water safetyprojects. On that basis, take the advantage of rapid appraisal method to collect base dataand design questionnaire.Consequently,a method of rapid appraisal for rural drinkingwater safety projects has been built up.Choose the rural drinking water safety projects of Shanxi He jin as the case. In thethree ways of water supply condition, project operation and management system,11index have been selected for appraisal. |
