As an inevitable trend of social and economic development, high-speed railway has gradually become a hot research topic. High-speed railway project has the characteristics of long construction line, complex construction technology and diversified structure, and the process of construction cost control is very complex. As a key link in the process of project management, construction cost management has become the most important part of the high profitability of the high-speed railway project.At present, the construction cost control is more concentrated in the post, the mobility of cost management personnel is very large, successful management experience can not be promoted, and the successful case can not be reused.The problem of high-speed railway project construction cost control is very prominent, and the phenomenon of cost overrun is serious.The traditional construction cost control method of high-speed railway is clearly unable to meet the need, so it is necessary to study the new method.In order to solve the above problems, knowledge management and construction cost control is an urgent need to be integrated.In this paper, the present situation of the construction cost control of the high-speed railway project and the defect of the control method are analyzed.On the basis of the actual construction, the influence factors of construction cost are analyzed in detail.On this basis, the definition and model framework of knowledge management on the high-speed railway project construction cost control is explored to put forward.The framework includes three components: the establishment of cost control knowledge system, the analysis and evaluation model of influencing factors of construction cost and the decision making of cost control measures.When the construction cost controlknowledge system is established, the process of high-speed railway project construction cost control knowledge management system is described in detail.The concepts, classes and attributes related to construction cost control are determined and represented by ontology language.On the basis of setting the class and attributes of ontology, the high-speed railway project construction cost knowledge ontology base and OWL coding file is constructed by using protégé software.In the part of the analysis of influencing factors of construction cost, D-S evidence theory is used to evaluate influencing factors of construction cost, and the ontology method and D-S evidence theory are combined to determine the most critical factors.In the part of the decision of the construction cost control measures,the case-based reasoning technology is introduced.Through the establishment of the construction cost control case knowledge base, the weighted grey correlation method is used to calculate similarity to realize the case retrieval and find out the best solution to the construction cost control of the high-speed railway project.Finally, the main conclusions and shortcomings of the paper are described.In this paper, knowledge management, ontology, evidence and case-based reasoning technology is used and the actual case is analyzed to prove,it provides a new method for the development of intelligence and information of the high-speed railway project construction cost management, and puts forward the scientific decision-making basis.It has certain practical guiding significance to improve the construction cost management level of the enterprise.
