The Twelfth Five-Year Guideline in smart grid indicates that smart meter not only has the basic function in measuring the power parameters, but also can collect and process data, store and convey information, detect failures, control client-side and possess more intelligent features. In the paper, the extension of the smart meter control function are analyzed and discussed deeply.This paper absorbs the research results of many smart meters, building a smart meter research platform. Besides, the technology development process of the reactive power compensation controller and relay protection device for power supply and distribution system will be discussed mainly in the paper. The main work includes as follows:1、The solution of "ARM+ special power metering chip" is determined, which is simple in hardware, compact in structure and superior in performance. The smart meter has multiple control, timing data backup, temperature and humidity detection and other functions which can be seamlessly connected with Smart Grid and upper computer systems.2、The article selects system software platform based on uCOS-III and STemWIN by comparing several embedded operating systems, which is developed based on practicality with the characteristics of universality, intelligent, individuation and friendly interaction. As the core processor, STM32F103ZET6 works together with other peripheral control chips. The software and hardware design of control system architecture, function switching, data acquisition and calculation, data storage, display and other electrical parameters of each functional module based on software platform are discussed.3、Based on the research platform, the basic theory, control strategy, implementation scheme and the experimental verification of the reactive power compensation control system are discussed.4、Based on the research platform, the basic theory, control strategy, implementation scheme and experimental verification of relay protection device are discussed.In this paper, the results show that the smart meter can fuse various control functions, and can be applied in a variety of practical configurations scene. The conclusion of the paper can be used for reference and guiding significance for the development of smart meter. At the same time, it also shows that the smart meter represents the development direction of the intelligent terminal of energy saving smart grid in the future.
