Research Of The National Key Laboratory Evaluation System From The Action Network Perspective

With the development of world science and technology, technological innovation level of a country becoming the representative of a country’s international status. How to improve the country’s scientific and technological innovation becomes an important part of the strategic of a country. National Key Laboratory,one of the major science and technology and research outputs shoulders the responsibility--how to provide critical technical support task.So in order to better promote the national key laboratories’ sound and rapid development, we need to periodically organize the national key laboratories for evaluation and inspection, found the problem in the course of the assessment, to solve problems, to ensure the effective output of the national key laboratories. In this paper, with the theoretical basis of combing and analysis, author tries to establish a laboratory evaluation system, through the reform and innovation of the evaluation system, to make it more scientific and guidance.To help laboratories run more efficiently and optimized of scientific research, improve the output of scientific research, improve the quality of national science and technology and also the level of the original results.Through analyzing the literature,the study determines the background and significance of the research, combing the literature review and laboratory assessment of the area, summarizes what the present research laboratory assessment lack. Part of the theory focused on the core elements of the current and proposed the theory of national laboratory assessments, including historical development, assess the function of the laboratory evaluation, as well as the actor-network theory. Construction of evaluation based on combing basis actor network theory and study network of actors, getting the core results of this study- evaluation system. After analyzing the laboratory evaluation of assessment methods,select the Analytic Hierarchy Process as the method.Then by using the Fuzzy Assessment Method,select one of the national key laboratories, get the scroe under the background of our study. Then the research presents the suggestions for the construction of the laboratory by the results under the laboratory’s evaluation system. The research uses the MATLAB programming software for data analysis and calculation. At last the literature summary the findings,limitations of the research and the future of it.
