A Study On Budget Management Of Government Procurement

Government procurement budget management is one of the core ways for achieving macro-control on public financial system at the state level.The wide implementation of government procurement behavior brings a series of problems remain to be solved.How to standard and improve the government procurement management has become a key focus for all levels of government in the new era.In order to enhance government procurement budget management,establish a reasonable budgeting process,timely track and evaluate the effect of budget implementatio,and also to make the financial allocation more accurate,make the procurement work more efficient,combing relevant laws and regulation in our country,we make a deep analysis on the existing problems of government procurement budget management linking theory with practice.At home and abroad,most of the researches on the government procurement budget management remain at a comprehensive discussion of the management, focus on the discussion and the construction of the fundamental theory but lack of the support of cases.This paper tries to analysis the relevance between the Nan Chong and the national government procurement based on the relevant rules and regulations established by the governments.By using documentary study, comparative study and case study,this paper discusses the operation mode mechanism of government procurement budget management,based on the data provided by the Nan Chong municipal government procurement center.With problems exposed by the specific examples of as a breakthrough,we insist to apply theory to reality,and analysis of the difficulties and causes of the problems in Nan Chong.With specific data and typical examples,this paper studies the optimizing methods for the government procurement budget management and brings forward reform strategies for it.In this paper, the basic framework and main content are as follows:Chapter one:we briefly described the research background and significance of this study,summarized the current related studies from domestic and foreign experts in this field.Moreover,we illustrated the main research methods,difficulties,innovation,and defined the related concepts.Chapter two:we compared the overall conditions of state government to the specific conditions of Nan Chong government in recent years,emphatically analyzed the relationship between government budget scale and procurement scale in Nan Chong,the basic situation of procurement types and means.Chapter three:Based on the detailed data analysis,we pointed out the difficulties and the causes of Nan Chong government procurement budget management.By exposing individual cases,we analyzed the crux of the government procurement budget management at present.Chapter four:we provided some relevant suggestions on enhancing government procurement budget management corresponding to the problems and reasons for it. Although the suggestions may be partial,they can promote people to pay more attention to the current state and problems with enhancing the government procurement budget management.
